Ministry of Home Affairs sets out salary reform tasks in February

Minister of Home Affairs Pham Thi Thanh Tra requested units to report to the National Assembly at the 9th session on the implementation of salary reform.

At the February 2025 work conference recently held by the Ministry of Home Affairs, Minister of Home Affairs Pham Thi Thanh Tra requested units under and affiliated to the ministry to carry out specific tasks to be deployed in February 2025.

Accordingly, the Minister requested units to focus on consulting and carefully preparing relevant contents and documents to serve the 9th Extraordinary Session of the 15th National Assembly; focus on completing the dossier to propose the development of the Law on Cadres and Civil Servants (amended);

Submit to the National Assembly for approval the Resolution on the structure of the number of Government members for the 15th National Assembly term and the Resolutions of the National Assembly on approving the dismissal and appointment of a number of Government members for the 15th National Assembly term at the 9th Extraordinary Session;

Complete the preliminary report on the arrangement of administrative units at district and commune levels of the Government for the period 2023 - 2025.

Notably, the Minister requested the units to prepare a report to the National Assembly at the 9th Session on the implementation of salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits according to the provisions of Point d, Section 6.2 of Resolution No. 142/2024/QH15;

Advise on plans to review and evaluate civil servants and public employees of the Ministry to reduce at least 20% of civil servants and public employees receiving salaries from the state budget according to regulations.

According to the 2024 performance report of the Ministry of Home Affairs, advising on the implementation of 4/6 tasks on salary policy reform according to Resolution No. 27-NQ/TW of 2018 of the Central Committee is one of the outstanding results of this ministry in 2024.

In addition to the 4 tasks that have been implemented, according to Resolution No. 27-NQ/TW, there are still 2 tasks on salary reform that have not been implemented, including: New salary tables (removing the basic salary level and salary coefficient); restructuring and arranging into 9 new allowance regimes.

The Ministry of Home Affairs said these tasks need to continue to be studied and completed step by step, carefully, due to many arising problems.

The task of implementing the contents of salary policy reform according to Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo was also stated by Minister Pham Thi Thanh Tra at the Conference on implementing the 2025 Work Program and the first quarter work tasks of 2025 of the Ministry of Home Affairs.
