Clause 3, Article 5 of Circular 22/2023/TT-BGDDT stipulates the standards on professional competence and skills of Grade II university reserve teachers that must be met as follows:
- Grasp the Party's guidelines and policies, the State's laws, the regulations of competent authorities on university transfer education and implement them effectively in assigned tasks;
- Have the ability to propose solutions to flexibly adjust the education plan in accordance with the actual conditions of the school; have the ability to design and build lessons in accordance with the topics in the pre-university education program;
- Proactively update and be able to flexibly and effectively apply teaching methods and forms; forms and methods of checking, evaluating learning outcomes, training and student progress;
- Apply psychological and career counseling measures appropriate to each student in teaching and education activities;
- Proactively and actively create healthy and trusting cooperative relationships with parents, organizations and individuals involved in implementing teaching and education activities for students;
- Proactively research and be able to promptly update new requirements on expertise and profession; be able to creatively, appropriately and effectively apply forms of improving one's professional and technical capacity;
- ability to apply information technology in professional activities; ability to use foreign languages or use ethnic minority languages according to job requirements;
- Be recognized as a grassroots emulation fighter or receive a certificate of merit at the ministerial, department, or higher level for excellently completing the task of university reserve education;
- Officials taking the exam or being considered for promotion to the professional title of university reserve teacher grade 2 (code V.07.07.18) must have held the professional title of university reserve teacher grade 3 (code V.07.07.19) or equivalent for 9 years or more (excluding probationary period) up to the deadline for submitting the application for registration or being considered for promotion.
