"The August Revolution of 1945 was successful, the founding of the Democratic Republic of Vietnam opened a new era in the history of the nation - the era of independence, freedom and socialism. To protect the achievements of the revolution and build a State of the People, by the People, for the People, on August 19, 1945, the Vietnam People's Public Security force was officially established.
In 80 years of building, fighting and growing, in addition to firmly ensuring security and order, the People's Public Security Force (CAND) has made many very important and effective contributions to strategic consultation with the Party and State on ensuring national security, social order and safety; proactively proposing many important policies, laws, contributing to improving the Party's leadership capacity and the State's management effectiveness.
In particular, in the context of the rapid and complicated developments in the world and the region, the Ministry of Public Security has proactively coordinated closely with central and local departments, ministries, branches in building a people's security (PPA), associated with the National Defense (NPTD), the ANND posture with the PPA posture and the "people's heart" posture, contributing significantly to the entire Party, people and army in successfully completing all tasks.
From the very beginning, when the revolutionary government was still young, it had to face countless difficulties and challenges "in the inner and outer army". In that "weightless situation", the People's Public Security force stood shoulder to shoulder, stood side with the People's Army, and relied on the People to successfully defend the Declaration of Independence on September 2, 1945 and the first National Assembly General Election on January 6, 1946 - two important political events, affirming national sovereignty and the foundation of the new democratic institution. These are the first feats in the glorious history of the Vietnam People's Public Security Forces.
Following that feat, the police force promptly discovered, suppressed, and dismantled many reactionary party organizations, most notably the dismantling of a reactionary organization at 7 On Nhu Hau Street (now Nguyen Gia Thieu Street, Hanoi), occupied and took over 40 headquarters of the National Party Committee, arrested 100 reactionary names, and failed the coup d'etat to overthrow the government led by the anti-resolutionary alliance between the National Party Committee and the French colonialists.
In the liberation zone and revolutionary base, the police force has closely coordinated with the Army, functional sectors, and supported the people, depending on the people, mobilizing the people to widely carry out the "three no's" and "civil war zone" movements, etc., creating a solid people's security posture, absolutely protecting the safety of the Party and Government's brainchilds, resistance bases and important military campaigns; at the same time, directly fighting deep into the enemy's temporary occupation, destroying, eliminating space and eliminating evil, contributing to dissolving the enemy's opponent's opponent's opponent's system, creating favorable conditions for the rebels, together with the entire Party, the entire people and the entire army to make victories in the nine years of resistance against the French colonialists, culminating in the historic Dien Phu campaign of the "five years of the world" against the continentalists.
In the resistance war against the US to save the country, the People's Public Security Forces continued to make many outstanding feats on the entire battlefield in the South and protect the great rear of the socialist North. In the North, the People's Public Security Forces have applied many methods and measures to fight, widely and strongly launched the movements "Security of the Party Cell", "Protecting the Security", "Perty Cell, Fire Prevention, Accident Prevention" ... among the masses; prevented, detected and promptly extinguished intelligence organizations, discovered and arrested hundreds of Establishments with thousands of Establishment Spiews, promptly suppressed reactionary groups; contributed significantly to the failure of psychological warfare, sabotage war of the enemy...
On the Southern battlefield, the Security forces have promoted a high level of proactiveness, creativity, self-reliance, and self-reliance, firmly relying on the people, closely coordinating with the mass movement and revolutionary armed forces, continuously attacking the enemy on all fronts, including forests, plains, rural areas and urban areas; organizing the destruction of evil, breaking up the strongholds, strategic hamlets, contributing to destroying the enemy's "destruction and peace" sweeping plans...
In particular, the Security forces, together with the army and people of the South, simultaneously attacked and defeated the enemy in the General Offensive and Uprising of Xuan Mau Than 1968, the strategic offensive in 1972, and the peak was the historic Ho Chi Minh campaign in 1975, completely liberating the South and unifying the country.
After April 30, 1975, the People's Public Security Forces nationwide continued to enter a new battle with a new spirit and their glorious luggage, but also faced many difficulties, hardships and sacrifices. Under the absolute and direct leadership in all aspects of the Party and the management, concentration and unity of the State, the People's Public Security Forces have launched the movement "The masses protect the security of the Fatherland", together with the People's Army, all levels, sectors and the masses actively consolidate and build a revolutionary government in the newly liberated areas, organize the management and renovation of soldiers and employees of the old regime, and destroy the enemy...
The typical feat, which has great political and social significance for the People's Public Security Forces at this time, is the successful struggle for the Project with the Secretary of Ho Chi Minh City 12, completely destroying the plots and activities of the counter-ultural organization "Forces of Unity of Patriotic Forces to Liberate Vietnam" led by Le Quoc Tuy and Mai Van Hanh, supported by hostile forces, international reactions and support to overthrow the People's Government.
Entering the period of renovation (from 1986 to present), the People's Public Security Forces have worked with the People's Army, all levels and sectors to firmly protect the independence of sovereignty and territorial integrity, ensure national security, order and social safety; promote the core role in building a people's security, a people's security posture associated with the QPTD, a QPTD posture and a solid "people's heart posture, mobilizing the strength of the entire political system and the entire people to participate in ensuring security and order.
With the support and help of the People, the close cooperation of the People's Army, all levels, central and local sectors, the People's Public Security Forces have effectively resolved many security issues from the grassroots, early and from afar; at the same time, they have performed well the function of strategic consulting with the Party and State on the task of protecting national security, ensuring social order and safety, absolutely protecting the safety of the activities of Party and State leaders, political, cultural, social and foreign affairs events of special importance to the country, and key goals and projects. The fight against corruption, waste and negative crimes has been carried out resolutely and methodically, handling many major cases with deterrent, warning and high education power. The investigation clarified and handled many large, transnational criminal networks and organizations that caused outrage and insecurity in society, which were recognized and highly appreciated by the people.
Following the model in building and rectifying the Party, the entire People's Public Security force has been unified and determined, taking the lead in streamlining the organization of forces, eliminating intermediate levels, not organizing district-level police, focusing on building strong commune police, following the grassroots; on digital transformation nationwide; proactively reviewing, cutting and simplifying administrative procedures, deploying essential and urgent online public services, creating convenience for the people.
With the spirit of " when people need it, when people have difficulties to have the police", in addition to performing well the task of ensuring security, order, fighting and suppressing crimes, along with the People's Army and the health sector, the People's Public Security is always a determined force in disease prevention and control, actively participating in overcoming the consequences of natural disasters, floods, rescue, and relief, highly appreciated by the Party, State and People, truly becoming a " peaceful support" for the people.
In recent times, implementing the National Target Program on Sustainable Poverty Reduction, responding to the movement "The whole country joins hands for the poor - No one is left behind", the Ministry of Public Security has proactively and actively worked with central departments, ministries, branches and localities to implement a housing construction program for households with revolutionary contributions, policy families, ethnic minorities, poor and near-poor households, people affected by natural disasters and floods; at the same time, mobilized resources to contribute significantly to the goal of eliminating temporary and dilapidated houses nationwide.
In the period from 2019 to present, the Ministry of Public Security has presided over the mobilization and coordination with localities to build more than 29,100 houses, with a budget of more than 1,450 billion VND, along with many schools, hospitals in the Northwest, Central Highlands, and Southwest, contributing to ensuring social security, economic development and stability in security and order in strategic areas.
80 years of building, fighting and growing, the People's Public Security Forces have always been absolutely loyal to the Fatherland, the Party, the State and the People, always upholding the spirit of dedication, being ready to give their lives for the country, taking the interests of the Fatherland and the People as the highest goal to strive for, being ready to use all their strength, talent and life to contribute to the cause of national liberation, building and defending the socialist Fatherland of Vietnam and fulfilling glorious international obligations.
In the struggles for national liberation and national defense, nearly 15,000 cadres and soldiers of the People's Public Security have heroically sacrificed, more than 5,000 comrades have donated part of their blood, hundreds of comrades have been captured, imprisoned, and brutally tortured by the enemy, including many examples of indomitable feat, leaving admiration and pride among the people, such as: Hero, martyr Vo Thi Sau, Hero Nguyen Thi Loi, Hero, martyr Bui Thi Cuc, Hero, martyr Tran Van Hoang...
Today, the country is peaceful and unified, but every day on the front line of protecting security and order, the officers and soldiers of the People's Public Security are still full of enthusiasm to contribute and are ready to sacrifice so that the people's lives are peaceful and happy. Thousands of examples of police officers and soldiers who heroically sacrificed in the fight against crime and the protection of the people have become a beautiful symbol of the revolutionary heroism of the Ho Chi Minh era, affirming the glorious tradition of "forgetting oneself for the country, serving the people" of the Vietnam People's Public Security Forces.
Recognizing their outstanding contributions and achievements, the People's Public Security Forces have been awarded the Gold Star Medal by the Party and State five times, along with many other noble awards from the Party, State and international friends.
Our country is entering a new era, an era of strong, prosperous and happy development of the Vietnamese people, determined to successfully implement the two strategic goals of 100 years of the founding of the Party and 100 years of the founding of the State; with the aspiration that by 2045, Vietnam will become a developed country with high income. In addition to opportunities and advantages, there are still many difficulties and challenges; the four risks that our Party pointed out are still present and cannot be overlooked; non-traditional security issues, global challenges such as natural disasters, epidemics, and human security continue to develop complicatedly.
Hostile and reactionary forces resolutely carry out plots and activities to " pursue peaceful developments" and "violently overthrow" in order to eliminate the leadership role of the Party and the socialist regime in Vietnam and "deopolitize" the people's armed forces; the activities of domestic opposition groups and complicated crimes, placing new, heavier requirements and tasks for the People's Public Security Forces.
Promoting the glorious tradition of 80 years of building, fighting and growing, deeply realizing the goals, requirements and tasks of ensuring security, order, building and defending the Fatherland in the new situation, the People's Public Security force needs to continue to proactively coordinate closely with all levels and sectors to focus on effectively implementing the following key tasks:
First, always maintain and adhere to the principle of absolute and direct leadership in all aspects of the Party, the dominance of the President, and the unity of Government management over the People's Public Security. anytime, anywhere, in any circumstances, the People's Public Security force must be an absolutely loyal and trustworthy force of the Party, State and People; constantly study and follow Ho Chi Minh's ideology, morality and style, especially thoroughly implement the Six things Uncle Ho taught the People's Public Security and must consider them as regular, daily work, into the lifestyle, way of thinking, and way of doing things of each officer and soldier.
Proactively, actively and seriously grasp, concretize and effectively organize the implementation of all Party policies and guidelines, the State's policies and laws in the People's Public Security force, directly contributing significantly to building and perfecting institutions and laws on security and order; strengthening foreign affairs and international cooperation; making breakthroughs in the development of science and technology, innovation and national digital transformation, creating momentum and a solid foundation to successfully carry out the political tasks of the 14th National Party Congress and successfully implementing the two goals of 100 years of national development.
Second, in the context of implementing a streamlined revolution to make the apparatus of the political system operate more effectively and efficiently, closer to the people and closer to the people, requiring the People's Public Security force to have a new thinking and vision in the new development space of the country; it is not only a new thinking about security and order but also a new thinking about the aspiration to rise up of the nation, in which the especially important task of the People's Public Security force is to contribute to building and maintaining a peaceful, stable, secure, safe, healthy environment, creating for the development of the country.
Therefore, the People's Public Security force must continue to improve the quality of strategic forecasting work, grasp firmly, grasp deeply, and clearly the situation to proactively advise the Party, State, Party committees, and authorities at all levels on policies and measures to protect national interests, ethnicity, national security, social order and safety; proactively fight to defeat plots and activities of " peaceful developments", " most dangerous and surprising" by hostile forces, not passive and surprised in all situations; in the immediate future, focus on absolutely protecting the safety of activities and the 80th Anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam; Party congresses at all levels, towards the 14th National Congress of the Party; election of the 16th National Assembly and elections of the 2026-2031 Executive Committee.
Third, focus on building a revolutionary, disciplined, elite, modern People's Public Security to meet the requirements of tasks in the new period, continue to build a streamlined and efficient organization of the People's Public Security force; have a mechanism for coordination, assignment of responsibilities, decentralization of management specifically and clearly, linking authority with responsibility and strictly controlling power in personnel work, combating civil servants and running power. Synchronously implementing solutions to build clean and strong Party organizations, building a team of cadres with sufficient qualities, capacity, prestige, and on par with the tasks.
The officers and soldiers of the People's Public Security must "aive both virtue and talent", truly be honest and dedicated, "for the Party and the People". Continue to tighten discipline and order. The People's Public Security Forces not only bravely fight against the bad and wrong in society, but also must resolutely fight to clean themselves; regularly do good self-criticism and criticism, proactively prevent, detect early, and strictly handle cases of cadres and soldiers who violate the law and discipline, show signs of degradation, "self-evolution", "self-transformation", bureaucracy, and insensitivity to the difficulties, frustrations and legitimate needs of the People. Continue to resolutely, synchronously and effectively implement Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force, meeting the requirements and tasks in the new situation.
Fourth, the People's Public Security force must regularly self-cultivate, practice, thoroughly grasp and well implement the teachings of beloved Uncle Ho: "Being a police officer must make the people believe, love, and support. Only by relying on the people can the police successfully fulfill their tasks. The people have millions of eyelids, the enemy can hardly hide them [1] When the people help us a lot, they will be successful, if they help us a little, they will be successful, if they help us a little, they will be completely victorious [2] , need to be deeply aware and make the highest efforts, promote the spirit of daring to think, daring to do, daring to take responsibility, innovating the working style and style, working style, being close to the people, being close to the people, understanding the people, being exemplary before the people, regularly listening to and absorbing the opinions and criticism of the people; making the people increasingly trust and help the police more; actively and proactively building a people's heart position, a solid people's security posture, especially attaching importance to mass mobilization work, making the movement "All people protect the security of the Fatherland" a truly safe one of the people; continuing to focus on building and implementing the people's rights, creating more favorable conditions to participate in the work of protecting the people's security and security.
Fifth, proactively coordinate with relevant functional forces to build a mechanism to mobilize the strength of the people at home and abroad to participate in protecting national security early and from afar. The People's Public Security Force needs to promote its core role in advising on the issuance of mechanisms and policies to support and help Vietnamese people settling abroad to stabilize their lives, continue to preserve and promote their national cultural identity, towards the Fatherland, contribute to building a strong, prosperous, democratic, fair, civilized country, "sharing the shoulders of the world powers" as Uncle Ho always wished.
The Party, State and People always hope, expect and believe that the Vietnam People's Public Security will continue to promote the heroic tradition, always uphold the spirit of "forgetting oneself for the country, serving the people", build a truly clean, strong, disciplined, elite, modern force, always be a sharp "safe haven", excellently completing all tasks assigned by the Party, State and People, contributing worthily to the cause of building and firmly defending the Socialist Republic of Vietnam in the new era".
