Youme Law Firm LLC said that according to Article 3 of Decree 178/2024/ND-CP, the principles of implementing policies and regimes for civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system are as follows:

- Ensure the leadership of the Party, promote the supervisory role of the Vietnam Fatherland Front and socio-political organizations and the people in the process of implementing policies and regimes.

- Ensure the principles of democratic centralism, objectivity, fairness, publicity, transparency and in accordance with the provisions of law.

- Ensure that no later than 5 years from the effective date of the decision to reorganize the apparatus of the competent authority, the number of leaders, managers and the number of cadres, civil servants, public employees and workers in agencies, organizations and units in the political system will be reorganized in accordance with regulations.

- Ensure timely and complete payment of policies and regimes according to the provisions of law; correct and effective use of the State budget.

- Each agency, organization, and unit must review and evaluate the overall cadres, civil servants, public employees, and workers fairly and objectively on the basis of evaluating the quality, capacity, implementation results, and level of task completion according to the job requirements of cadres, civil servants, public employees, and workers; on that basis, implementing the arrangement, streamlining of the payroll and implementing policies and regimes for cadres, civil servants, public employees, and workers.

- The collective leadership of Party committees, authorities and heads of agencies, organizations and units are responsible for evaluating, screening and selecting subjects for resignation in conjunction with restructuring and improving the quality of the team of cadres, civil servants and public employees under their management so that the agency, organization or unit can operate effectively, efficiently and efficiently.

- A subject eligible for many policies and regimes stipulated in different documents will only enjoy one policy and the highest regime.

- Ministries, departments, branches at the central level and agencies, organizations, and units at the provincial level must send about 5% of cadres, civil servants, and public employees in the payroll of agencies, organizations, and units to work at the grassroots level.

Accordingly, the arrangement and streamlining of the payroll for commune and district-level civil servants on the basis of each agency, organization and unit must conduct a review and overall assessment of honest and objective civil servants and public employees on the basis of evaluating the quality, capacity, implementation results and the level of task completion according to the requirements of the job position of civil servants.
