At this time, Mr. Phong was working, only Ms. Vo Thi Ngoc My, his wife, was sitting sewing in a rented room of about 1516 square meters (not including the attic). On average, her family consumes about 400kWh of electricity per month. With a price of 3,000 VND/kWh collected by the landlord, and the landlord has not announced an increase in electricity bills. "If now we only calculate electricity bills according to level 3 in the 6-level price list, it will be convenient for us," said Ms. My.

Similarly, Ms. Nguyen Thi Ngoc Bich - a worker at Nidec Vietnam Company, who is renting a room on Road 138, Tan Phu Ward, Thu Duc City, Ho Chi Minh City - said that the average electricity price for homeowners is VND 2,800/kWh. On average, her rental room uses 180 - 220 kWh per month, the electricity bill costs about 520,000 - 600,000 VND and currently the landlord has not announced that he will increase the electricity price.

Mr. Nguyen Thanh Tam - owner of the inn in Thanh Loc Ward, District 12, Ho Chi Minh City, said that his family currently has 160 rooms with about 400 people who often stay here. Each room was attached by his family to electric meters, water, and how much users were charged. His family also registered a full temporary temporary residence for the residents and contacted the electricity industry to calculate the electricity norm for the accommodation as prescribed and now Mr. Tam's family has not increased the electricity bills with the residential people even though the electricity industry has increased the average retail price of 4.8%.

"If we apply the average electricity price calculation according to level 3 in the 6-level framework as stipulated by the Ho Chi Minh City project, it will be very convenient for both tenants and landlords because the calculation method is also simple," said Mr. Tam.

According to Ms. Nguyen Thi Tuyet Thuong - owner of a boarding house in Phuoc Long A ward, Thu Duc city, Ho Chi Minh City, her family's collecting an average electricity bill of 3,000 VND/kwh was agreed by everyone staying there, due to only a little more than the electricity price of level 3 plus value added tax. The slight difference is that it is used in the maintenance of power lines and equipment to ensure electrical safety for the entire boarding house. Ms. Thuong also said that although the electricity industry has decided to increase electricity prices by 4.8%, her family will not increase electricity bills in the coming months.

Mr. Bui Trung Kien - Deputy General Director of Ho Chi Minh City Power Corporation - said that according to the current regulations, there are two ways to calculate electricity bills with people staying. The first way, if the landlord has a temporary residence registration for the person in the inn, the electricity industry will charge the electricity in the way every 4 people are charged a norm and calculate the electricity price according to the ladder price. In case the inn owner does not have temporary registration, the accommodation is charged with electricity at level 3 in the 6 -order price schedule.

If the electricity bill for renters is calculated according to level 3, it will be convenient for both the electricity industry and renters. In reality, many people renting a room do not know the 6-level electricity price list and how to calculate progressively according to the electricity consumption.
