The People's Committee of Ho Chi Minh City has just issued Document No. 7270/UBND-VX directing departments, agencies, and sectors together with the People's Committees of communes, wards, and special zones to strengthen the work of developing people to participate in voluntary social insurance (BHXH). Vice Chairman of the People's Committee of Ho Chi Minh City Nguyen Manh Cuong emphasized that 2026 is the first year to implement social insurance targets according to Resolution No. 403/NQ-CP of the Government and Resolution of the 1st Ho Chi Minh City Party Congress, term 2025 - 2030.
According to reports as of June 30, the whole city had 4,708,415 people participating in compulsory social insurance, reaching 95.88% of the target. In the voluntary social insurance sector, Ho Chi Minh City recorded 97,091 participants (an increase of 6.2%, equivalent to 5,962 people compared to the same period last year), reaching 60.07% of the target.
However, the progress of voluntary social insurance development is still slow compared to requirements. To achieve the target of 161,621 participants according to Decision No. 1452/QD-UBND, from now until the end of 2026, Ho Chi Minh City needs to develop an additional 64,530 people.
In order to complete the plan, the Ho Chi Minh City People's Committee assigned the Department of Home Affairs to coordinate with Ho Chi Minh City Social Insurance to closely monitor the results in each locality. Ho Chi Minh City Social Insurance is responsible for providing data, analyzing the current situation in each area and directing grassroots levels to coordinate with the government to promote consulting, focusing on potential groups, poor and near-poor households.
The Department of Culture and Sports presides over and coordinates with Ho Chi Minh City Social Insurance, Ho Chi Minh City Newspaper and Radio and Television Authority and relevant agencies and units to strengthen propaganda on policy benefits, paying attention to informal workers and beneficiaries of budget support. The Ho Chi Minh City Department of Agriculture and Environment has the task of reviewing the number of poor and near-poor households to ensure that people understand the support policies.
Commune and ward People's Committees strengthen the direction of professional departments and divisions, socio-political organizations, and relevant units to closely coordinate with grassroots social insurance and organizations supporting the development of beneficiaries to promote propaganda, consulting, and mobilizing people to participate in social insurance; focusing on informal sector workers, freelancers; people from poor and near-poor households who are supported by the budget when participating in voluntary social insurance.
