The construction of the Trade Union Physical Training Point system was agreed upon by the Standing Committee of the City Labor Federation from December 18, 2023. In which, special priority is given to industrial zones and clusters and boarding houses with a large number of workers. At the end of 2023, the City Labor Federation conducted a pilot installation at Kien An Cultural and Sports Center and received the attention and response of workers and employees.
After that, the Hai Phong City Labor Federation continued to deploy in communes, wards, special zones, and industrial parks. At the same time, it requested higher-level trade unions directly at the grassroots level to work with business leaders and local authorities to agree on supporting land and plans for installing sports equipment for union members and workers in the area.

From March to November 2025, the construction unit will proceed with installation at 100 locations: 28 training points are installed in companies and enterprises in industrial parks, 65 training points are installed at companies, enterprises, cultural houses, parks... in communes, wards, special zones, 7 training points at enterprises with grassroots trade unions directly under the emulation bloc of the City Labor Federation. Trade union physical training points are all inspected by the Hai Phong Center for Technical Standards, Metrology and Quality to check the safety of equipment during operation before handing over for use.
At the conference, delegates representing local authorities, commune and ward trade unions, special zones discussed and exchanged about advantages and difficulties in the process of operating and managing training points; proposed solutions to improve the quality of operation and management. At the same time, through a memorandum of understanding on coordination in managing and operating the Trade Union Physical Training Point system. Accordingly, the City Labor Federation is responsible for repairing, maintaining, and maintaining equipment annually to ensure long-term use. The People's Committees of communes, wards, and special zones are responsible for creating favorable conditions for periodic equipment maintenance and unexpected repairs.
