On March 10, a source from Lao Dong Newspaper said that local authorities had just held a meeting to discuss the handover of irrigation infrastructure assets under the Sub-project of irrigation water supply for coffee trees in Tien Cuong village (Quang Phu commune) to Dak Lak Irrigation Works Management Co., Ltd. for management.
At the meeting, representatives of Dak Lak Irrigation Works Management Co., Ltd. mentioned many reasons, both subjective and objective, causing the unit not to be able to receive management and operation of the project.
According to the company representative, the enterprise is only the unit assigned to manage, so there is no opinion on whether to accept or not accept. In case the Provincial People's Committee assigns it, the unit will receive it, but the handover must ensure full conditions according to regulations.

Meanwhile, this project has had many pipeline burst incidents and has not been completely repaired to this day. The enterprise also does not know clearly whether in the incidents, the investor has prepared a complete quality management dossier, adjusted and re-approved the project or not.
If so, the company requests to be handed over full repair records that have been approved by competent authorities for monitoring and management.
In addition, the project's canal route mostly passes through people's fields, many locations have been re-encroached upon, and the scope of site clearance is narrow. When an incident occurs, bringing machinery and vehicles for repair will be difficult.
Currently, some households have fenced off land or planted trees with high economic value, which may affect the overcoming of incidents, especially when people need irrigation water.

The company representative also raised the issue that if management and operation are undertaken but incidents occur leading to slow water supply, violations of water supply contracts for people, it is necessary to clarify the responsibilities of the related parties.
According to actual records, the project is still not operating at full capacity, and many farming households in the cultivated area have not benefited as initially expected.
Previously, at the end of January 2026, the Department of Agriculture and Environment of Dak Lak province had a report sent to the Provincial People's Committee on the allocation of irrigation infrastructure assets of this sub-project.
By the end of February 2026, the Office of the Provincial People's Committee will continue to have a document requesting the Department of Agriculture and Environment to receive and explain the comments on the draft decision. However, the leaders of the Provincial People's Committee have not yet agreed with the draft on the allocation of irrigation infrastructure assets of the above-mentioned sub-project.
As Lao Dong Newspaper has reported, the sub-project to supply water to coffee trees in Tien Cuong village (Quang Phu commune) is invested by the Department of Agriculture and Environment of Dak Lak province, with a total initial investment of more than 65 billion VND.
After that, the project adjusted to increase the capital to about 72 billion VND (due to increased irrigation area). From 2023 to now, the project has continuously cracked and broken dozens of times, and the main pipeline has also broken many times.
In mid-2025, Dak Lak Provincial Police intervened to verify and investigate the incident at the above construction site.
