Many officials and contract teachers in Nghe An after arranging the apparatus to the commune level are falling into the situation of working but without salary. The situation has lasted for many months, causing difficulties for workers' lives and psychological instability. Localities and functional sectors are facing difficulties in handling them due to regulations.

Many months working but no salary

Nearly 17 years attached to the journalism profession, having worked at many agencies, up to now, Ms. N.H. N (resident of Hung Nguyen Nam commune, Nghe An) has fallen into an extremely difficult situation when she has not had income for many months. Ms. N.H. N said that she was an indefinite-term contract worker of Hung Nguyen District Television Station before. After implementing the two-level government model, she was assigned to work at the Hung Nguyen Nam Commune Service Supply Center.

I still go to work normally but have no salary because I am not in the payroll, the commune has no source to pay. I have petitioned many times but it has not been resolved. Life is facing many difficulties, mental fatigue" - she shared.

During her work, Ms. N.H. N always completed her tasks well, won many press awards, and was awarded certificates of merit and certificates of commendation from all levels and sectors. However, when transferred to the commune level, her rights were not guaranteed.

Mr. Cao Anh Duc - Chairman of Hung Nguyen Nam Commune People's Committee - confirmed that the above reflection is correct. According to Mr. Duc, after the commune was established, the locality was assigned 7 officials, including 5 permanent positions and 2 contracts. However, after that, only 5 permanent positions were assigned.

The province only provides a source to pay salaries for staff, and the commune does not have a source for contracts. The commune cannot also sign professional contracts but only signs service contracts for each year, the salary is agreed upon, so these cases do not agree" - Mr. Duc said. According to the commune leader, the locality has proposed to the Department of Home Affairs to find solutions, but there are still many obstacles. Currently, the commune can only support a small part of the funding from activities and events.

Obstacles to regulations, difficult to remove

The above situation not only occurs in one locality but is quite common in many communes in Nghe An after the arrangement of administrative units. Contract officials and employees from the district level were previously assigned to communes to work at the Public Service Supply Center under contract.

This is a non-business unit that is partially self-sufficient in funds, while revenue sources are limited. On the other hand, communes are only allowed to sign professional contracts when there is a shortage of staff; if staff is sufficient, service contracts are only allowed to be signed, with a term of each year and a low salary.

Meanwhile, many previous contract workers already have high salary coefficients, so they do not accept switching to the new regime. Conversely, the locality cannot terminate contracts because they have been attached to and worked under indefinite-term contracts for many years.

Regarding the field of education, there are currently more than 230 teachers and contract staff from old districts, now working at schools managed by Commune and Ward People's Committees, who have not been paid salaries for 4 months. Dr. Nguyen Van Khoa - Director of the Department of Education and Training - said that the sector is urgently reviewing the entire number of teachers and contract staff, coordinating with relevant departments and branches to advise on solutions.

According to Mr. Khoa, the industry's point of view is to ensure the legitimate rights of workers, not to let the situation of working but not having income last for a long time. In which, prioritizing the option of recruiting into the payroll for cases that meet the conditions, researching appropriate support mechanisms in the transitional period.

According to a representative of the Nghe An Department of Home Affairs, arranging and resolving regimes for officials, teachers, and contract employees after arrangement is a time-consuming problem. Currently, the unit is advising on many options, but the removal needs to be in accordance with procedures and have consensus from many levels and sectors.
