
In recent days, information about some subscribers being locked SIM cards after not completing authentication according to regulations has caused no small number of users to worry. However, according to current regulations, subscriber handling is implemented step by step, not applied simultaneously.
According to Decree 163/2024/ND-CP and guidance in Circular 08/2026/TT-BKHCN, network operators only temporarily suspend services for subscribers who have been notified but have not verified within the required time.
Accordingly, after receiving a notification from the network operator, users have about 5 days to re-verify the information. If not done, the subscriber will be temporarily suspended from one-way service. This is the first step in the handling roadmap to remind users to fulfill their obligations.
Two-way lock, number recall not widely applied
According to the provisions of Decree 163/2024/ND-CP and Circular 08/2026/TT-BKHCN, the temporary suspension of two-way services or number recovery is only applied when the subscriber does not carry out authentication after the notification steps and temporary one-way suspension according to the roadmap.
The process of reviewing and confirming the owners of mobile subscribers is implemented in a transitional phase and is expected to last until mid-June 2026. During this time, users are facilitated to check and confirm subscriber information in their name.
Accordingly, higher-level measures such as temporary two-way suspension or number recovery are not yet commonly applied at the current stage.
Only some subscriber groups need verification
According to telecommunications businesses, not all users must re-authentize. Subscribers who have complete information that matches management data or have been verified before can continue to use it normally.
Cases requiring verification are usually subscribers with incomplete information, expired registration documents or using non-genuine SIMs.
The network operator has also sent notices in batches to subscribers who need to be updated. Users only need to follow the instructions when they receive an official notice.
What should people do?
Network operators recommend that users should not be too worried about information about SIM locking, and should proactively check their subscriber status.
Users can carry out authentication through official channels such as the network operator's application, VNeID application or at transaction points.
In case no notification has been received, users can continue to use the service normally and monitor information from the network operator.
Businesses also remind people to be vigilant against strange messages and links requesting information verification to avoid the risk of being scammed.
Focus on support, not to interrupt users
According to the plan, in the implementation phase, network operators will strengthen user support, especially for the elderly, people who do not use smartphones or people in areas with difficult access to services.
Subscriber authentication is identified as the next step to improve data, protect user rights and limit violations in the telecommunications environment.
