Therefore, I believe that the Draft Report of the Executive Committee of the 13th Vietnam General Confederation of Labor submitted to the 14th Congress of the Vietnam Trade Union, term 2026 - 2031, needs to further emphasize the task of building a movement of union members and workers to study non-stop, considering this as a key content in trade union activities in the 2026 - 2031 term.
The lifelong learning spirit that General Secretary and President To Lam has repeatedly mentioned needs to be concretized in the CNVCLĐ movement. The Trade Union needs to propagate to workers to understand that learning one more skill is opening up one more job opportunity, knowing how to use technology is improving productivity, knowing labor law is knowing how to protect oneself, knowing foreign languages, informatics, and communication skills is increasing the ability to advance.
I propose that the VGCL study and include in the report some specific targets, such as: Allowing the use of trade union funds to ensure the provision of training packages for union members and workers to improve foreign language proficiency, apply artificial intelligence... every year, a certain percentage of union members participate in training and skill development courses, each grassroots trade union coordinates with businesses to organize at least one learning activity, improve skills or digital skills. In particular, it is necessary to build an online or direct free learning platform or scholarships specifically for union members and workers. The learning content needs to be practical, concise, easy to access, suitable for shift workers, female workers, young workers and workers in industrial parks.
Businesses wanting to develop sustainably must have a team of skilled workers; if workers have improved qualifications, labor productivity will be higher, product quality will be better, and corporate culture will also be improved. Therefore, investing in the study of union members is not a cost, but an investment for the future.
I believe that if the 14th Congress of the Vietnam Trade Union determines that lifelong learning is a major direction, the Vietnam Trade Union will truly become a fulcrum to help workers not fall behind, confidently master technology, improve their lives and make positive contributions to the rapid and sustainable development of the country.
