The scientific and technological revolution has been taking place strongly on a global scale, creating great changes in social life, posing new requirements, new needs, new tasks, new thinking, new actions for every Vietnamese person, especially for cadres and party members of the political system on the path to building and defending the socialist Fatherland, especially taking full advantage of opportunities and fortunes, taking a shortcut to take the lead, bringing the country firmly into an era of development, being rich and powerful, standing shoulder to shoulder with the world powers. To successfully fulfill the requirements, tasks, and responsibilities in the new period, studying for life to dare to think, dare to speak, dare to do, dare to take responsibility, dare to sacrifice for the common good, to become useful people is an urgent requirement for each individual, each citizen, especially cadres and employees in the political system.
lifelong learning is not a new problem. Right after the success of the August Revolution, President Ho Chi Minh launched a movement for the entire people and army to eliminate illiteracy. He advised: "... To know, you must compete to learn. Learning is never over. Study forever to improve forever. The more I progress, the more I see more I have to study [1]; The more society comes, the more work, the more sophisticated the machine is. If I refused to study, I would be lacking, but if I was lacking, I would be eliminated, and I would be eliminated by myself [2]. During the revolutionary stages, especially in the years of innovation, our Party always cares about and encourages lifelong learning and builds the whole country into a learning society. The policy of lifelong learning is mentioned in many Resolutions, Directives, and Conclusions of the Party such as Resolution of the 7th Central Committee, Session IV, on continuing to innovate the cause of education and training, Resolution of the 8th Central Committee, Session II, on strategic orientation for education and training development in the period of industrialization and modernization and tasks until 2000, Conclusion No. 14-KL/TW, dated July 26, 2002, Conference of the 6th Central Committee, Session IV, on continuing to implement Resolution of the 8th Central Committee, Resolution of the 10th and 11th National Party Congress, Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Central Executive Committee on "Based and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of the socio-economic orientation, socialism and socialism" affirmed by the 13th National University of Science and Technology, especially in the 13th National University of Science and Technology; [3]
Implementing the Party's viewpoints and policies, building a learning and lifelong learning society has become a movement, a need, a cultural order and achieved many important results. Accordingly, a unified national education system has been formed from preschool education to postgraduate training; all types of schools, classes, and training types have been diversified, bringing learning opportunities to people of all ages. The method of providing and connecting training levels has been improved; the network and scale of education have expanded to all regions and areas of the country; emulation movements to encourage learning and talent promotion have gradually become more in-depth and more substantial in most localities; a healthy educational environment, learning goes hand in hand, associated with the campaign to eliminate hunger, reduce poverty, build cultural life and cultural families. In many clans, villages, communes, hamlets, and villages, the emulation movement to study has developed strongly. The awareness of lifelong learning has been penetrating deeply into each family, each residential area, each training institution, each region, each region... There have been many typical examples of farmers, workers, staff, and teachers who are actively self-taught and creative in their work and work, making many contributions to the community; many typical examples in applying scientific and technological advances, having many research and initiatives for effective solutions that are highly applicable in practice, in production and life; many elderly people who are self-taught, self-taught and applying knowledge and experience for production have helped families escape poverty, build a new cultural life and contribute to the local socio-economy. New models, shining examples of the spirit of learning are never too late, many people are at the age of "the cross-ultural marriage" but still studying at university, doing doctoral theses only for the purpose of studying to set an example for their children to follow and advise their children and grandchildren to "study, study more, study forever"; "Study to work, work as a human being, work as a cadre. Learning to serve the unity, serve the class and people, serve the Fatherland and humanity [4] contributes to our country's great achievements after nearly 40 years of renovation.
In addition to the results, implementing the lifelong learning policy still has some shortcomings and limitations. Training and fostering are still run in quantity without really focusing on quality; self-study, practical learning and lifelong learning of cadres and party members have not achieved the desired results; there is a situation of learning according to movements, graduate without really based on practical requirements, being afraid of difficulties and hardships in studying, not delving into thinking to rise up to conquer the heights in science. The limited professional skills, professionalism, individualism, and experience in a number of cadres and party members affect the quality of public service performance and the quality of public service; affect the spirit of daring to think, daring to speak, daring to do, daring to take responsibility; eliminate the motivation for innovation, creativity, inadequate knowledge base and confidence in the ability to propose and implement breakthrough initiatives and solutions. A group of cadres, civil servants, public employees, and workers are satisfied with the knowledge they have studied in schools and training institutions, or are studying to complete their promotion qualifications, are not willing to research and learn regularly to improve their professional qualifications, management capacity, knowledge, integration skills, and adaptability... A group of people are afraid of learning, do not have the concept of regular learning, study for life, so they become backward, conservative, un coated, and do not keep up with the bustling "turn" of the "storm" life in the 4.0 and 10.0 scientific and technological times.
The country is facing new opportunities and fortunes to rise up, to " sanctify" the world as President Ho Chi Minh wished and the aspiration of the entire nation. Our Party has no other benefits than bringing the country and people into a rich, prosperous, free, happy, and developed society; more than ever, we need cadres with breakthrough thinking, vision, and work, daring to think, daring to speak, daring to do, daring to take responsibility, daring to sacrifice, especially in carrying out revolutions on streamlining and streamlining the apparatus; efficiency - effectiveness - efficiency and implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in developing science and technology, innovation and national digital transformation. The 4.0 revolution is taking place at an unprecedented scale and speed, the strong development of the knowledge economy, digital transformation, digital economy, and digital society has caused part of the teaching content in schools today to become outdated after a few years; moreover, the popular things that are now 10 years ago have not appeared and 65% of current jobs will be replaced by technology in the coming years. With a complex, unstable and unpredictable world, knowledge must be constantly supplemented, human life expectancy must be longer, retirement time is long enough, forcing the elderly to study and work to avoid falling behind modern society.
In that context, lifelong learning becomes a rule of life; not only helping each individual to recognize, adapt, not fall behind the daily changes of the current world, enrich their intelligence, perfect their personality, overcome difficulties and challenges to increasingly progress and position themselves in modern society; higher than that, this is an important key to improve people's knowledge and train human resources, promote socio-economic development, the only and inevitable path of all countries to ensure prosperous and sustainable development. Lifelong learning helps each member of society have the conditions and opportunities to improve themselves, improve the quality of life of themselves, of their families, clans, villages, hamlets, wards, communes and the whole country under the leadership of the Party on the path to becoming a prosperous country, a strong country, democracy, fairness, civilization and socialism.
Only by promoting lifelong learning, we will have rich ideas, solutions, and initiatives to solve urgent practical requirements, new and unprecedented problems; thoroughly overcome "bottlenecks" in mechanisms and policies, manifesting forms of self-criticism and criticism; eliminate the situation of stagnation and confusion in handling work in localities, agencies, and units; create a team of brave cadres, correctly aware of objective laws, proactively think and master thoughts, dare to speak issues arising from practice, from the demands of innovation and legitimate demands and aspirations of the people; be determined, dare to take responsibility for the results of work, fields, sectors, responsibility, dare to accept responsibility, take responsibility, be responsible for the Party, the people, be worthy of doing things worthy of the Party's cause and the people; dare to do the right thing, do the right thing, do the right thing, do the right thing, do the right thing, do the right thing, do the right thing, do the right thing, do the right thing, do the right thing, do the right thing, do the right thing, do not dare to fight for the Party and the people; do not dare to fight for the people, do the right thing. Building a learning and lifelong learning society will only succeed when each citizen is aware of his/her responsibility for lifelong self-study; each cadre and party member is always aware that lifelong learning is a revolutionary task with a serious attitude and high self-awareness. Through lifelong learning to realize the responsibility for building and defending the Fatherland in each specific period and time; have the ability to master and organize life; to constantly improve, have better health and quality of life; understand, preserve and contribute to building the national cultural tradition; believe in the future of the country, in the correct guidelines and leadership of the Party, and aspirate to develop a prosperous and happy country. Each citizen needs to constantly study political theory, expertise, professionalism, methods, working experience and the ability to coordinate in collective to improve organization discipline, labor productivity and promote collective strength; each cadre and party member needs to constantly learn about revolutionary cadres, study in books, learn from each other and learn from the people; constantly study, update new knowledge, actively participate in the "digital learning" movement, popularize and improve scientific and technological knowledge, digital knowledge; actively propagate and mobilize relatives, families and clans to self-study for life. Through lifelong learning to complete all tasks assigned by the Party, revolution and people.
Each Party Committee, socio-political organization, and professional association needs to clearly recognize the main goal of lifelong learning, which is to develop socialist people, thereby identifying the content of lifelong learning for cadres, party members, and members associated with launching emulation, evaluation, commendation, and reward. The Party and State will soon summarize, evaluate, research and promulgate regulations, processes, innovate the assessment, screening and planning of the staff, in order to completely build a clean, strong, wholehearted, and wholehearted public administration to serve the people; protect cadres who are ready to pioneer, ready to "crossing the fence" to make breakthroughs for the common good. Continue to improve the education system in an open, flexible, and interconnected direction, creating lifelong learning opportunities for all citizens and conducting training according to the needs of the labor market. There are specific solutions to raise social awareness of the role and significance of lifelong learning and the contribution of lifelong learning to improving the quality and competitiveness of national human resources. Monitor, inspect, and supervise the pilot implementation of innovation and creativity proposals; proactively detect arising issues, promptly encourage, support, remove difficulties and obstacles or review, adjust, and make decisions in accordance with actual situations; have a policy to exempt responsibilities for pilot implementation staff whose results do not achieve or only achieve part of the set goals or face risks, causing damage due to objective reasons.
We are living in an era where knowledge, knowledge and understanding will help people promote their potential to take advantage of opportunities and effectively respond to challenges for sustainable development; also an era where the amount of human knowledge increases every day on a multiplier basis. Only when the entire Party, the entire people, the entire army, the whole family, and the whole person effectively study for life, build a team of cadres who dare to do, dare to speak, dare to take responsibility, dare to sacrifice, will we firmly enter a new era, an era of development, and prosperity under the leadership of the Party.
