100 days of peak period to handle bottlenecks in digital transformation in Khanh Hoa

Khanh Hoa - Functional agencies have developed a 100-day peak action plan to handle bottlenecks in digital transformation.

According to Mr. Dao Xuan Ky - Deputy Director of the Department of Science and Technology of Khanh Hoa province, in the process of implementing Resolution 57, the province has identified groups of tasks that need to be focused on, including tasks that must be completed immediately, tasks to report progress monthly and groups of tasks under the 100-day peak action plan to handle bottlenecks in digital transformation.

Many science and technology tasks need to be completed

The group of tasks to be completed immediately includes the establishment of the Khanh Hoa Provincial Science, Technology and Innovation Development Fund; completing the dossier of the Project to establish the National Center for Ocean Technology Research for submission to the Prime Minister for approval.

The province is also reviewing and proposing the planning of a concentrated digital technology industrial park and a national data center.

In addition, Khanh Hoa builds monthly progress reporting task groups.

Including the announcement of the Khanh Hoa Provincial Open Data Portal; building a Project to establish Khanh Hoa Innovation Park and related operating mechanisms; proposing to update it into the provincial plan.

In particular, the province is building a group of tasks under the 100-day Action Plan to handle bottlenecks in digital transformation in the political system.

One of the identified tasks is to review and statistically analyze investment and procurement needs, upgrade terminal equipment, computers, and software to serve the settlement of administrative procedures for people and businesses.

The province also reviews and completes the allocation and assignment of estimates for the 2026 budget that has been allocated but has not been allocated or assigned for digital transformation tasks.

Accordingly, resources are prioritized for databases, shared digital platforms, network safety and security, essential equipment and urgent tasks assigned by the Party and State, ensuring compliance with regulations, focus, avoiding spreading, duplication, and wastefulness.

More than 231 billion VND has not been allocated

As of the September 2026 report, Khanh Hoa province has allocated about 673 billion VND for science, technology, innovation and digital transformation, equivalent to 2.1% of the total local budget expenditure.

Of which, regular expenditure is about 239 billion VND, about 199 billion VND has been allocated and about 39 billion VND has not been allocated.

For investment expenditures, the province allocated about 433 billion VND, of which about 242 billion VND has been allocated and about 191 billion VND has not been allocated.

Thus, the total amount of unallocated funds is about 231 billion VND.

The reason identified is that some tasks and projects have not fully completed procedures to be eligible for capital allocation.

In addition, the proposal, preparation of dossiers, coordination in appraisal, synthesis and organization of task implementation in some departments, branches, and localities were not timely.

Vice Chairman of Khanh Hoa Provincial People's Committee Nguyen Thanh Ha requested members of the Working Group to continue to implement regular tasks for 2026 and the 100-day peak action plan to handle bottlenecks in digital transformation in the provincial political system; focus on handling delayed and unfinished tasks.

Regarding the funding for investment in science, technology, innovation and digital transformation that has not been allocated, Mr. Nguyen Thanh Ha requested the Department of Science and Technology to coordinate with the Department of Finance to review the disbursement capacity and develop a cost estimate to allocate capital for tasks and projects.

At the same time, the two units coordinate to advise the Provincial People's Committee to register central funding sources for the period 2026-2027 according to the Smart City Program.
