
The Minister of Science and Technology (KHCN) established 12 working groups of the Ministry in 34 provinces and centrally run cities in August to grasp the operation of the government apparatus at the commune, ward and special zone levels to promptly resolve, guide the handling and overcoming of problems and difficulties. In addition, inspect and supervise the implementation of decentralized and delegated tasks under the state management of the Ministry of Science and Technology.
The working sessions not only inspect the operation of the two-level local government model, but also directly answer and guide arising issues.
In Phu Tho, the working group recorded outstanding results in receiving and handling administrative procedures in 7 management areas of the science and technology sector, with many dossiers being processed ahead of schedule. However, the locality still faces difficulties in information technology infrastructure, outdated inspection equipment, and unstable file management software. The Department of Science and Technology recommends that the Ministry issue standards for connection, upgrading infrastructure and specialized software to reduce the burden on specialized agencies.
In Ha Tinh, the province has promoted the application of digital technology and connected infrastructure with the national platform, but there are still problems with procedures for after-decentralization, lack of shared data, and need to train human resources for measurement and information technology.
The Department of Science and Technology requests the Ministry to support online training for 150 staff, connect the traceability system with the National Portal, and continue to decentralize some licensing procedures to foreign-invested science and technology organizations. The Ministry of Science and Technology recommends that Ha Tinh synchronize the legal system, apparatus, human resources and infrastructure for effective decentralization.
In Hue, the two-level government model is initially operating effectively, 100% of people in An Cuu ward are satisfied according to a quick survey. The city leads the country in e-government with an online public service rate of over 90%.

However, An Cuu Ward and the City Department of Science and Technology still propose support for training specialized human resources, guiding the implementation of quality measurement standards, allocating funding for community digital technology teams, and overcoming telecommunications signal gaps. Hue also proposed issuing legal documents at the Decree level to the community digital technology team and handing over data for decentralization tasks.
The working groups of the Ministry of Science and Technology directly responded to many recommendations, and at the same time recorded them to report to competent authorities. The survey results will be the basis for advising the Government to continue to improve the legal corridor, operating mechanism and supporting resources, ensuring the effective implementation of the two-level local government model, especially in the fields of science and technology, innovation and digital transformation.
