On June 23, Dong Nai City People's Committee just agreed on the policy of building a Digital Transformation Project in Dong Nai City Police.
Accordingly, the Chairman of the City People's Committee agreed on the policy of building a Project on Digital Transformation in Dong Nai City Police to serve the work of ensuring security and order in the new situation, phase 2026-2030, vision to 2045 according to the proposal of the City Police in Official Dispatch No. 249/TTr-CATP-PV01 dated June 19, 2026.
According to the submission, Dong Nai is one of the localities with a strategic role in the Southeast region; is the eastern gateway of Ho Chi Minh City, directly connected to the Central Highlands; is an area with a very large administrative, population, and economic scale, and diverse spatial structure. Dong Nai City after rearrangement is not a developed city according to the usual core central model, but a multi-polar, multi-layered, multi-functional city, with the intersection of industry, logistics, airports, residential areas, agricultural areas, key traffic routes and border areas. This is a very different characteristic compared to many other cities. Therefore, security and order management in Dong Nai cannot only be based on administrative boundaries, but must be managed by route, by region, by field, by group of potentially complex issues and by data.
Dong Nai with a population of more than 4.49 million people (5th in the country), with 600,000 households with digital addresses; high source of migrant labor accounting for 30-40% of the city's population, potentially risking population fluctuations, difficult to control; has a strategic infrastructure system such as Long Thanh airport, North-South expressways, National Highway 1A... many industrial parks, thousands of FDI enterprises; very large volume of people, goods, and finance, potentially posing complex security and order risks.
The crime situation on national security, the crime situation, and violations of the law on social order occur annually over 4,000 cases; high-tech crime develops complicatedly, increasing by 20-30%/year; drug, economic, and transnational crime increases; administrative management of social order, fire prevention and fighting, and traffic accidents develops complicatedly, posing a potential risk of loss of security and order.
Dong Nai has a very rapid and large urbanization rate, population migration, and residence fluctuations. Worker dormitories, spontaneous residential areas, adjacent areas, new traffic routes, new urban areas, and areas transferred from communes to wards are all places prone to violations if management is not tight. Therefore, it is necessary to meet high requirements, such as: Smart urban management; Digital government, digital economy; comprehensive interconnected data system; providing digital platforms to serve people and businesses; ensuring security and information safety.
In the City Police, the information technology application system still has many limitations, data is scattered, lacking intercommunication; work processing processes still depend on paper records; large internal industry data sources; high-quality human resources with full supervisory capacity, ensuring information security have not met requirements; data connection and sharing with departments and branches is still fragmented, not effectively supporting crime management and prevention.
The project, after being built and approved, will effectively meet specific requirements including:
Requirements for large-scale management, synchronous management of large data of the Police force; controlling population movements, subject movements in real time; data interconnection; digital map system, connecting industry databases.
Requirements for modernizing the professional work of the Police force, such as: Applying AI to identify, track, and analyze behavior; using Big Data to forecast crime trends; handling violations of traffic safety and order, fire prevention and fighting; automating internal industry professional processes.
Requirements to ensure security in the digital environment, implement comprehensive cyberspace monitoring; detect, warn and handle early network risks and attacks; protect key information systems.
Requirements to meet the standards of a modern, civilized, and happy city; building an intelligent operating system; inter-sectoral data connection; providing a digital platform to serve people and businesses.
