On June 19, the Chairman of Quang Ngai Provincial People's Committee issued a document criticizing and reviewing responsibility for the delay in implementing the project of surveying, preparing, and revising cadastral maps, preparing cadastral records, and completing the national land database in 25 eastern communes and wards.
Previously, the Provincial People's Committee issued Plan No. 128/KH-UBND dated April 10, 2026 with the goal of basically completing the land database in the province in 2026 in accordance with the direction of the Prime Minister.
In the past time, leaders of the Provincial People's Committee have chaired many meetings and issued many documents directing drastically and urging the implementation of tasks. However, up to now, the Department of Agriculture and Rural Development (the investor) has not yet completed the appraisal and submission to the Provincial People's Committee for approval of the Technical Design - Estimate dossier of the project to survey, prepare and revise cadastral maps, prepare cadastral records and complete the national land database in 25 eastern communes and wards (the Provincial People's Committee has assigned the task to the Department of Agriculture and Rural Development to submit to the Provincial People's Committee for approval before June 5, 2026 in Official Dispatch No. 5168/UBND-NNMT dated June 3, 2026).
To rectify discipline and administrative discipline, the Chairman of the Provincial People's Committee criticized the Director of the Department of Agriculture and Rural Development for delaying the implementation of key tasks assigned in Plan 128/KH-UBND and the directions of the leaders of the Provincial People's Committee. Specifically, delays in the appraisal and submission to the Provincial People's Committee for approval of technical design dossiers - Estimates of the project of surveying, preparing and revising cadastral maps, preparing cadastral dossiers and completing the national land database in 25 eastern communes and wards, leading to slow contractor selection, seriously affecting the project implementation progress of 25 eastern communes and wards, directly affecting the implementation progress of Plan 128/KH-UBND of the Provincial People's Committee.
The Chairman of Quang Ngai Provincial People's Committee requested the Department of Agriculture and Rural Development to organize a review of responsibilities for the collective leadership of the Department and individuals, departments, specialized units directly under it, consulting units... regarding the delay mentioned in point 1. The explanatory report and review results must clarify the specific responsibilities of each stage and send them to the Provincial People's Committee (through the Department of Home Affairs).
Request the Director of the Department to focus on directing the final appraisal of technical design dossiers - Project estimates for 25 eastern communes and wards, submitting them to the Provincial People's Committee for approval, as a basis for organizing the selection of implementing units in June 2026.
Note that the Department must rely on strict binding terms on the final product (fully completing the contents according to Plan No. 128/KH-UBND of the Provincial People's Committee) to be paid for the contract.
Assign the Department of Home Affairs to monitor the review of responsibilities of the Department of Agriculture and Rural Development, summarize and report to the Chairman of the Provincial People's Committee; and at the same time use the results of this task as an important basis to assess the level of task completion and rank cadres and civil servants at the end of 2026.
