Vietnamese people proactively follow policies
Analysis of user behavior on browsers and the Coc Coc search engine in 2025 shows that the digital behavior of Vietnamese people is shifting towards being more proactive and selective.
The data recorded a clear increase in queries related to national events, policies and natural disasters, reflecting the need to closely monitor social movements in the context of many fluctuations.
Along with that, the concern for social responsibility of celebrities and strong creativity in language and entertainment content contributed to depicting the appearance of Vietnam's cyberspace in the past year.
This year, Technology, Entertainment and Education continue to be in the top 3 most searched topics by users on Coc Coc. However, compared to 2024, the ranking reversed when Technology took the lead with a growth rate of 93%, while the number of searches for Entertainment decreased by 33% over the same period.
The change in the state apparatus and administrative units is the focus of attention, when the keyword "merger" increased to 1,219%. National-level commemorative events also created a clear effect when the keyword "parading" increased by 337%, causing the number of searches related to A80 and A50 to increase by 257% and 53%, respectively.
In addition, users have also increased their look up for new regulations related to traffic, labor and social security such as fines, changing driving licenses, banning gasoline vehicles, and increasing salaries.
However, risk vigilance remains high: the keyword "digital storm" increased by 229%, while social security issues such as cross-border fraud and counterfeit goods also recorded great interest, reflecting the need to monitor, update and verify information in the context of many intertwined risks.

Forecast for 2026: search associated with action
2026 is expected to be an important milestone in the search behavior of Vietnamese users, when a series of new legal regulations related to data, artificial intelligence, cyber security and digital space governance officially take effect.
In that context, the search behavior of Vietnamese users is forecast to shift from looking up information to searching for implementation, such as learning about applicable regulations, operating procedures, expiration timelines, as well as requirements for personal data protection and information security.
With the policies coming into practice, users are expected to increase interaction with online public services and digital platforms of state agencies and businesses.
In the technological aspect, the need to search for and use AI for each specific task in the new legal framework will also continue to increase.
