On the afternoon of January 13, the Steering Committee for Science, Innovation, and Digital Transformation of Hai Phong City (Steering Committee of 57 cities) held a conference to summarize the work in 2025 and orientations and key tasks for 2026.
The Conference was chaired by Hai Phong City Party Secretary Le Tien Chau, Head of the Steering Committee of 57 cities. Attending the conference were the Standing Committee of the City Party Committee - Standing Committee of the City Steering Committee, members of the Steering Committee, standing members of the City Advisory Council, assisting groups under the City Party Committee Office and the City Department of Science and Technology, representatives of a number of units and departments.
At the Conference, after listening to the report on the results of 2025, the expected operating program for 2026 as well as the opinions of the delegates, Secretary of Hai Phong City Party Committee Le Tien Chau concluded:
Regarding the assessment of the implementation of Resolution No. 57-NQ/TW of the Politburo in 2025, the City Steering Committee (directly the Standing Committee of the Steering Committee) and members of the Steering Committee, leaders at all levels, sectors, and localities have upheld the spirit of responsibility and decisiveness in leadership and direction to implement the tasks of Resolution 57 specified in the Plan of the Standing Committee of the City Party Committee, the City Steering Committee, and achieved important results.
In which, outstanding results in 2025, Hai Phong City has achieved the following results:
Regarding institutions and policies: The City People's Council has issued 6 specialized resolutions on breakthroughs in S&T development and innovation according to Resolution No. 226/2025/QH15 of the National Assembly.
Regarding the ranking of provincial-level indicators: Hai Phong maintains the top position in the national rankings for 4 indicators: Provincial Competitiveness Index PCI; Administrative Reform Index PAR; Satisfaction Index of people with the service of state administrative agencies SIPAS; Green Index at the provincial level; 3rd in the Digital Transformation Index (DTI), 4th in the Innovation Index (PII).
Regarding the results of Digital Transformation: Hai Phong is the first locality in the country to achieve the "Green" status on the map to monitor the implementation of Resolution No. 57-NQ/TW (100% of commune-level units complete all 108 criteria, reaching the "Green" status); is the first locality to organize the Provincial Party Congress according to the "Digital Congress" model.
Regarding the implementation of targets and tasks: completing most of the targets (95.6%) and 100% of the assigned tasks in 2025 (including 186 tasks).
In 2026, levels and sectors need to identify 2025 as the year of "starting up, running the race", 2026 is the year of action and substantive results. The City Party Secretary assigned the City People's Committee Party Committee: To direct levels and sectors to advise on the implementation of tasks in the 2026 Work Program of the City Steering Committee associated with tasks and solutions proposed by the City Advisory Council and agreed upon by the City Steering Committee in the fields of: Institutions-policy; Ports-Logistics-Free Trade Zones; Development of digital infrastructure-digital data-network security; Specialized fields: construction, health, education and training.
At the same time, deploying a number of specific tasks: Focusing on immediately implementing 6 specialized Resolutions on specific mechanisms and policies on science and technology, innovation; advising on the establishment of a working group on attracting high-tech investment and innovation of the city to unblock bottlenecks and obstacles in the process of implementing Resolution No. 57-NQ/TW in the city...
The City Party Committee Office performs the tasks of the Standing Agency of the Steering Committee, including: Regularly inspecting, urging, and reviewing the implementation of tasks of agencies, units, and members of the Steering Committee.
