At the same time, announced the results of evaluating and classifying the level of implementation of administrative reform tasks by the heads of agencies, units, and localities in the city.
According to the announced results, for the Departments, boards, and sectors, the Inspectorate of Hai Phong City ranked first in the 2025 CCHC Index with 94.71 points. The Office of the City People's Committee ranked second with 94.4 points; the Department of Finance ranked third with 92.99 points; The lowest-scoring unit is the Economic Zone Management Board with 88.99 points.
For the ward block, Hong Bang ward ranked first with 95.8 points; Hai An ward ranked second with 95.77 points; Hong An ward ranked third with 95.57 points; The ward with the lowest score, ranked 45th, is Bac An Phu Ward People's Committee with 76.26 points.

For communes and special zones, Cat Hai special zone ranked first with 94.15 points; Quyet Thang commune ranked second with 93.4 points; An Lao commune ranked third with 92.94 points; The commune with the lowest score, ranked 68th, is Vinh Am People's Committee commune with 73.37 points.
Regarding the results of measuring the level of satisfaction of people and organizations with administrative service, the Department of Industry and Trade is the unit with the highest satisfaction rate in the department, board, and sector block, reaching 96.86%. For the ward block, Hong Bang ward is the leading unit with a satisfaction rate of 98.30%. For the commune, special zone, Khuc Thua Du commune is the leading with a satisfaction rate of 97.98%.
The City People's Committee requests departments, agencies, and People's Committees of communes, wards, and special zones to, based on the results of the CCHC Index and Satisfaction Index in 2025, organize reviews, analysis, and specific assessments of each component criterion, clearly identify shortcomings and limitations; and at the same time synchronously implement solutions to improve the efficiency of administrative reform and improve the quality of service to people and organizations in 2026 and the following years.
