In the Plan to improve the Provincial Competitiveness Index (PCI) for the period 2025-2026, Hai Phong city emphasized the implementation of the "Succeed Together" model to accompany, support and care for investors and businesses throughout the production and business process. This is not only support for administrative procedures, but also a bond, sharing and creating favorable conditions for businesses to develop sustainably, with the viewpoint that "The success of investors and businesses is the success of Hai Phong city".
The model is expected to be officially applied from October 1, 2025. Investors and businesses can learn information and carry out administrative procedures through the Electronic Information Portal of departments, branches, sectors and localities for timely guidance and support.
The City People's Committee requires departments, branches, sectors and localities to publicize the list of contact points and hotline numbers to support investors and businesses; at the same time, provide detailed instructions on the process, models and support the implementation of online administrative procedures. The city will deploy an AI virtual assistant to automatically answer questions, a direct appointment system to create maximum convenience for businesses in the process of processing documents.
The City People's Committee also emphasized the requirement for authorities at all levels to promote dynamism and transparency; a team of dedicated, responsible, and creative civil servants, in the spirit of "Dedicated action - Dedicated service to businesses". The city will continue to create conditions for businesses to quickly enter the market, and at the same time deploy the model of "Connecting conditional Business License procedures" in departments, branches and localities to support businesses more effectively.
