On August 18, Hung Yen Provincial People's Committee issued a Plan to implement Resolution No. 20/2026/NQ-HDND dated July 9, 2026 of the Provincial People's Council on amending and supplementing a number of articles of the policy regulations on attracting and supporting talented people and high-quality human resources in science, technology, innovation and digital transformation to work in agencies, organizations and units in the province.
According to the plan, the implementation aims to promptly, uniformly, and effectively implement the contents of Resolution No. 20/2026/NQ-HDND; creating conditions for cadres, civil servants, and public employees to participate in training to improve professional qualifications in the field of information technology, data science, contributing to the development of human resources serving science, technology, innovation and digital transformation of the province.
The Provincial People's Committee requests agencies and units to implement synchronous policies, in accordance with regulations, for the right subjects, publicly and transparently. The sending of cadres, civil servants, and public employees for training must be linked to job positions, usage needs and human resource development planning of agencies and units. Support funds must be managed and used for the right purpose, effectively, and economically.
Departments, agencies, branches, public non-business units under the Provincial People's Committee and People's Committees of communes and wards are responsible for organizing the dissemination, dissemination and implementation of Resolution No. 20/2026/NQ-HDND to cadres, civil servants, and public employees under their management.
Every year, agencies and units must review training needs, identify job positions to be trained, develop training plans; select and send cadres, civil servants, and public employees to train to ensure the right subjects, standards, and prescribed conditions. The Department of Home Affairs is responsible for coordinating in this content.
Agencies and units are assigned to perform the task of sending cadres, civil servants, and public employees for training, paying support funds according to regulations; managing records, monitoring the learning process and the implementation of post-training commitments. In case of having to return support funds, units are responsible for implementing recovery according to regulations.
The Department of Finance presides over advising on allocating funds for policy implementation in the annual budget estimate according to budget decentralization; and at the same time guides the management, use and finalization of funds according to regulations.
The Department of Home Affairs is assigned to take the lead in monitoring, urging, and inspecting the implementation of the Resolution; periodically summarize and report to the Provincial People's Committee and the Provincial People's Council on the implementation results and propose solutions to remove difficulties and obstacles if any.
