On August 12, newspapers had articles about "the UAV incident entering the airspace disrupting flight operations at Tan Son Nhat airport". Regarding this matter, Standing Deputy Prime Minister Pham Gia Tuc gave the following opinion:
The Ministries of: Public Security, National Defense, Construction, Finance, Industry and Trade, Science and Technology, People's Committees of provinces and cities and relevant agencies, according to their functions and tasks, urgently study and handle the above-mentioned press recommendations within their authority or propose to competent authorities contents beyond their authority to ensure national defense, security, social order and safety and ensure aviation safety and security, focusing on a number of tasks.
The Ministry of Public Security shall preside over and coordinate with ministries, branches, People's Committees of provinces and cities and relevant agencies to investigate and strictly handle violations in the use of UAVs and other objects that affect flight operations at airports in the past time according to legal regulations.
Promptly study and immediately deploy plans to deal with the act of using UAVs to illegally intrude into key areas, no-fly zones and airports, to prevent similar incidents from occurring in the near future.
The Ministry of National Defense shall preside over and coordinate with ministries, sectors, People's Committees of provinces and cities and relevant agencies to strengthen measures to manage domestic UAV research, design, and production facilities; manage and supervise the use of UAVs through the licensing of aircraft control and licensing of aircraft.
Review and require declaration for organizations and individuals owning UAVs, striving to ensure that by 2030, all domestic unmanned aerial vehicles are digitally identified, licensed electronically and tracked in real time.
Publicly announce no-fly zones and areas for UAVs so that organizations and individuals who own UAVs know and implement them.
The Ministry of Industry and Trade and the Ministry of Finance shall preside over and coordinate with ministries, sectors, People's Committees of provinces and cities and relevant agencies to strengthen management and control measures for input sources in UAV import, temporary import and re-export activities.
Research, review, supplement, and improve the conditions and regulations on importing, temporarily importing and re-exporting UAVs, ensuring strict management, controlling the origin, type, purpose of use and issues related to security and safety in the process of using equipment.
The Ministry of Science and Technology shall preside over and coordinate with relevant ministries and sectors to research and regulate synchronous solutions and technologies for no-fly zones and zones into UAVs to automatically and thoroughly prevent UAVs from entering no-fly zones.
Standing Deputy Prime Minister Pham Gia Tuc also requested the People's Committees of provinces and cities to perform state management functions in localities; direct functional agencies to strengthen inspection and review in the area to identify organizations and individuals who arbitrarily produce, trade, own, and illegally use UAVs, and take strict handling measures according to the provisions of law.
