Building a specialized database on measurement
At the policy communication conference on the Draft Law amending and supplementing a number of articles of the Law on Measurement organized by the Ministry of Science and Technology on August 19, Mr. Tran Quy Giau - Head of the Measurement Committee, National Standards Committee for Measurement and Quality (Ministry of Science and Technology) - said that the digital transformation policy for measurement activities aims to form a national-scale digital platform and centralized measurement database; connecting and sharing data between management agencies, measurement service organizations and businesses.
According to the Head of the Metrology Department, National Standards and Quality Metrology Committee, the draft proposes to gradually shift from manual management to management on digital platforms and digital data. In which, measuring instruments and measurement standards are attached with a unique management code for information retrieval throughout their life cycle. Measuring results, certificates and related documents are recognized and used in electronic form such as electronic certificates and digital certificates.
Mr. Tran Quy Giau said that measurement data is used to manage according to risk levels, serving analysis, warning, inspection, and examination.
Measuring data must ensure accuracy, integrity, authenticity, traceability, safety and security. The electronic method is deployed according to the roadmap, scope and technical conditions prescribed by the Government.
According to Mr. Giau, the two core shifts set out in this policy are gradually shifting the focus of management from individual control of measuring instruments to ensuring the reliability of measurement results; strengthening the mobilization of social resources and promoting the role of businesses.
Reduce inspection fees, cut business conditions
Mr. Tran Quy Giau said that another policy in the draft Law is the decentralization of state management associated with accountability, administrative procedure reform and reduction of business investment conditions.
This orientation aims to clearly define the authority and responsibility between ministries, sectors and localities; reduce pre-inspection, increase post-inspection; cut investment and business conditions, simplify administrative procedures and reduce compliance costs. The decentralization must also ensure consistency with relevant laws and be consistent with the 2-level local government model.

According to the Head of the Forecasting Department, the draft Law proposes separating service activities according to market mechanisms and mandatory activities.
The draft proposes to abolish the certification of work standards and standard substances used directly for group 2 inspection and switch to announcing conformity with technical requirements.
Regarding the quantity of pre-packaged goods, the draft proposes not to classify them into groups 1 and 2; abolish the procedure for certifying eligibility for using quantitative marks and the obligation to display quantitative marks; adjust inspection and examination in accordance with the law and the 2-level local government model.
Increasing the role of businesses in the measurement system
According to Mr. Tran Quy Giau, the draft Law also aims to modernize the national measurement system, combining state resources with mobilizing social resources and improving the self-assurance measurement capacity of organizations and businesses.
The draft proposes to prioritize investment in developing measurement capacity in strategic fields, new fields and fields with large spillover effects, in accordance with the national strategy for science, technology, innovation and digital transformation, and the national industrial development strategy.
Organizations and businesses are encouraged and supported to participate in investing, establishing and operating national measurement standards; investing in measurement technical infrastructure through building and applying measurement assurance programs in production, business and service provision activities.
The draft also proposes policies to encourage and support funding sources for organizations, businesses, research institutes and universities to strengthen research capacity in the field of measurement.
According to Mr. Tran Quy Giau, the amendment of the Measurement Law aims to institutionalize the policy on science, technology, innovation and digital transformation; overcome the inadequacies of the 2011 Measurement Law; modernize measurement management; mobilize social resources; promote decentralization, post-inspection, cut procedures and compliance costs, and at the same time ensure the consistency of the law and protect consumers.
