On July 31, at the regular press conference in July 2026 of the Ministry of Science and Technology, Mr. Tran Dang Khoa - Vice Chairman of the National Standards, Metrology and Quality Committee (Ministry of Science and Technology), informed about the initial results of the inspection and supervision of the quality of E10 bio-gasoline on the market.
According to Mr. Tran Dang Khoa, on June 5, 2026, the Ministry of Science and Technology issued Plan No. 3927/KH-BKHCN on inspecting and supervising the quality of E10 bio-gasoline in 2026. The plan aims to inspect the compliance with legal regulations on standards, technical regulations, measurement and product and goods quality for E10 bio-gasoline in the stages of production, blending, distribution and circulation in the market.
Immediately after that, the National Standards, Metrology and Quality Committee advised the Ministry of Science and Technology to issue Official Dispatch No. 3985/BKHCN-TĐC to the People's Committees of provinces and cities requesting direction from functional agencies to coordinate the implementation of the plan. At the same time, the Ministry also issued Official Dispatch No. 4607/BKHCN-TĐC to the Ministry of Industry and Trade to coordinate, exchange information, and ensure that inspection activities are carried out synchronously, within their authority, and avoid overlap.
Based on this plan, the National Standards, Metrology and Quality Committee has organized specialized inspections for Military Petroleum Corporation One Member Limited Liability Company and a number of establishments, stores, and gas stations belonging to the business system.
The inspection content focuses on the compliance with regulations on standards, technical regulations, measurement and quality of E10 bio-gasoline throughout the entire process from production, blending, reception, storage, preservation, transportation to distribution, business and circulation in the market.
The inspection team reviewed the dossiers for announcing applied standards, certification of conformity, declaration of conformity; dossiers on the origin and quality of base gasoline and fuel ethanol; import, export, and inventory dossiers; delivery documents; quality certificates; management dossiers of measuring vehicles and gasoline and oil measuring columns. In addition, the team also conducted actual inspections at blending facilities, warehouses, stores, gas stations and took samples of E10 RON 95-III bio-gasoline for testing according to regulations.
According to initial results, the inspected establishments have provided relatively complete dossiers on origin, quality and related documents, meeting traceability requirements and serving quality control work within the inspection scope.
For the measuring system, measuring instruments and gasoline and oil measuring columns all have inspection records, stamps or inspection seals, seals and lead seals maintained at the time of inspection. The inspection team has not detected signs of inappropriate measurement within the inspection scope.
Notably, the test results of E10 RON 95-III biofuel samples taken at Military Petroleum Corporation One Member Limited Liability Company and some establishments, stores, and gas stations showed that all samples were in accordance with the National Technical Regulation on gasoline, diesel fuel and biofuel for the tested indicators.
At the time of summarizing the inspection results, the Inspection Team has not detected any signs of administrative violation within the scope of the inspection, so it has not proposed measures to handle administrative violations in this case," Mr. Tran Dang Khoa said.
According to the Vice Chairman of the National Standards, Metrology and Quality Committee, in the coming time, the unit will continue to implement inspection and supervision contents according to Plan No. 3927/KH-BKHCN.
The inspection will be carried out in a focused and key direction, in accordance with functions and authority, and at the same time strengthen coordination with ministries, branches and localities to avoid overlap and not affect the legitimate production and business activities of enterprises.
