Talking to Lao Dong Newspaper about this issue, Mr. Nguyen Anh Cuong - Deputy Director of the Telecommunications Authority (Ministry of Science and Technology) said that this regulation is built to ensure that phone numbers are always associated with the right actual users.
When changing terminal devices occurs, users will have to re-verify their face. This mechanism is similar to changing devices to log in to a bank account, VNeID account or transfer eSIM to another phone.

According to the Ministry of Science and Technology, in the context that phone numbers are increasingly associated with many important digital services such as bank accounts, e-wallets, social networks or online public services, adding an authentication layer is necessary to enhance user protection. One of the important goals of the regulation is to limit risks arising when SIMs are lost, lost or taken over.
In many cases of fraud in the past, the subjects tried to control the victim's phone number to receive OTP codes or perform electronic authentication transactions. At that time, the phone number was not only a communication tool but also became a "key" to access many other digital accounts.
Mr. Nguyen Anh Cuong said that requesting re-verification when changing terminal devices will significantly reduce the risk of SIMs being exploited for counterfeiting, account appropriation or fraud in cyberspace.
At the same time, the addition of biometric authentication when changing devices also contributes to overcoming the situation of SIMs not being owned or SIMs being used incorrectly with the registrants.
In addition to management factors, the new regulation is also expected to help build a more accurate subscriber database, creating a platform for protecting users in the digital environment.
However, the Deputy Director of the Telecommunications Authority also recommended that people should proactively monitor notifications from telecommunications businesses. When changes in terminal devices arise, users should re-verify according to the instructions to avoid service interruption.
