Regulations on policies for visiting and giving gifts to ethnic minorities

The Decree stipulates the groups of subjects allowed to visit, congratulate, give gifts, encourage and meet, and commend in ethnic minority areas.

Article 13 of Decree No. 307/2026/ND-CP dated August 4, 2026 stipulates policies on visiting, congratulating, giving gifts, encouraging, meeting, and commending a number of ethnic minority organizations and individuals.

Decree No. 307/2026/ND-CP stipulates that beneficiaries include:

a) Former key leaders, senior leaders of the Party, State, and Vietnam Fatherland Front who are ethnic minorities.

b) Heroes of the Armed Forces, Labor Heroes, Vietnamese Heroic Mothers, veteran revolutionary cadres, pre-insurrection cadres, typical revolutionary soldiers, armed forces officers with retired general ranks, wounded soldiers, sick soldiers who are ethnic minorities.

c) Former leaders of central departments, ministries, and branches who are ethnic minorities; former Provincial Party Secretary, Deputy Provincial Party Secretary, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Deputy Head of the Provincial National Assembly Delegation, Deputy Chairman of the Provincial People's Council, Deputy Chairman of the Provincial People's Committee who are ethnic minorities.

d) People's Teachers, Meritorious Teachers, People's Artisans, Meritorious Artisans, People's Artists, Meritorious Artists, People's Doctors, Meritorious Doctors, Professors, Associate Professors who are ethnic minorities.

e) Party cell secretaries, village elders, village heads, heads of Fatherland Front committees, farmers, good production workers, dignitaries, religious officials who are ethnic minorities.

e) Ethnic minorities who have won international and national awards.

g) Poor ethnic minority households living in communes and villages in ethnic minority and mountainous areas.

h) Ethnic minorities, ethnic minority households in ethnic minority areas who suffered loss of life or property due to natural disasters, epidemics, and fires.

i) People's Committees of particularly difficult communes, armed forces units, health stations, preschool education institutions, continuing education institutions, vocational education institutions, higher education institutions, religious training institutions in ethnic minority and mountainous areas; ethnic minority boarding schools, ethnic minority semi-boarding schools, boarding schools, university preparatory schools, Military Youth Schools (Ministry of National Defense), Cultural Schools (Ministry of Public Security).

k) Delegation of ethnic minorities authorized by the Provincial People's Committee or state management agency in the field of ethnic minority affairs, beliefs, and religions at the provincial level to visit and work with key leaders, senior leaders of the Party, State, Vietnam Fatherland Front; Ethnic Council of the National Assembly; Ministry of Ethnic Minorities and Religions.
