YouMe Law Firm LLC said: From July 1, 2024, the basic salary of cadres, civil servants, public employees and armed forces has officially increased to 2.34 million VND.
Currently, cadres, civil servants, public employees and armed forces apply 7 salary scales (according to Decree 204/2004/ND-CP) according to the basic salary of 2.34 million VND, including:
Salary Table 1: Senior Expert Salary Table.
Salary table 2: Professional and technical salary table for cadres and civil servants in state agencies (including cadres holding elected positions who are subject to salary classification according to administrative civil servant ranks and levels and receive allowances for leadership positions and civil servants in communes, wards and towns).
Salary table 3: Professional and technical salary table for cadres and civil servants in state-owned enterprises.
Salary table 4: Salary table for employees serving in State agencies and State public service units.
Salary table 5: Salary table for full-time staff in communes, wards and towns.
Salary table 6: Salary table of military ranks of people's army officers; officers and non-commissioned officers of people's police.
Salary table 7: Salary table for professional soldiers of the people's army and technical specialists of the people's police.
In sub-section 5.2, Section 5 of Conclusion 83-KL/TW in 2024, the Politburo requested the Central Economic Commission to preside over the preliminary review of the implementation of Resolution 27-NQ/TW in 2018, in which it will coordinate with the Party Committee of the Ministry of Home Affairs and relevant ministries, branches and sectors to study and assess the suitability and feasibility.
Propose the implementation of 5 new salary scales and 9 new allowance regimes of the public sector to submit to the Central Government for consideration after 2026 when the Politburo issues and implements the system of Job Position Lists in the political system.
Accordingly, the plan proposed by the Politburo is that 5 new salary scales for civil servants, public employees and armed forces will be proposed after 2026. If the plan is implemented and remains unchanged, the time when the new salary policy includes new salary scales according to job positions will replace the 7 current salary scales.
Thus, the entire salary table including 7 salary tables according to the basic salary from July 2024 will be applied until the 5 new salary tables in Resolution 27 are officially applied.
However, in case the basic salary of 2.34 million VND changes before the official application of 5 new salary scales, the entire salary scale according to the current basic salary level will be applied until the new basic salary level is available (at that time, 7 salary scales according to the new basic salary level will be applied).
The adjustment of the basic salary level will be reported by the Government to the National Assembly for consideration and decision in accordance with the State budget capacity, consumer price index and economic growth rate of the country.
