Pursuant to Article 3 of Circular 10/2023/TT-BNV, currently, salaries of commune-level civil servants are calculated according to the following formula:
Salary = Salary coefficient x Base salary.
In addition, Clause 1, Article 16 of Decree 33/2023/ND-CP has regulations on salary rankings for commune-level officials and civil servants as follows:

1. Commune-level officials and civil servants who graduate from training according to the standards of professional qualifications and skills specified in this Decree are paid the same as administrative civil servants with the same training level as prescribed. in the professional and professional salary schedule for cadres and civil servants in state agencies issued together with the Government's Decree on salary regimes for cadres, civil servants, public employees and the armed forces .
Graduation diplomas of training levels comply with the regulations of the Ministry of Education and Training and of agencies and organizations with authority to grant degrees.

According to regulations, commune-level civil servants are paid the same as administrative civil servants.
According to the provisions of Clause 1, Article 14 of Circular 02/2021/TT-BNV, administrative civil servants have the following salary coefficient:
- Specialist: Has a salary coefficient of 2.34 - 4.98 (training level from university or higher).
- Officer: Has a salary coefficient of 2.1 - 4.89 (training level from college or higher).
- Employees: Have salary coefficient from 1.86 - 4.06 (training level from intermediate level or higher).
Decree 73/2024/ND-CP stipulates that from July 1, 2024, the base salary is 2.34 million VND/month.
