The Ministry of Health is drafting a Decree regulating the health sector in communes, wards and towns, expected to take effect from January 1, 2025, replacing Decree 117/2014/ND-CP.
The draft provides regulations on human resources of communal health as follows:
Human resources of commune health
- People working at the Commune Health Station are civil servants.
- The number of employees at the Commune Health Station is within the total number of employees of the District Health Center, determined by job position based on the workload appropriate to the needs and actual conditions in the locality by region and human resource standards, specifically as follows:
+ The standard number of employees of the Health Station is 5 employees/Commune Health Station;
+ The coefficient for adjusting the number of employees of the Commune Health Station is as follows:
++ Adjusted according to population size:
+++ For commune health stations in regions 1 and 2 with a population of over 6,000, if the population increases from 2,000 to 3,000, 1 more person will be added.
+++ For commune health stations in region 3 with a population of over 5,000 people, if the population increases by 1,000 people, 1 more person will be employed.
++ Adjust by geographic area:
+++ For the Commune Health Station in Region 2, it is increased by a coefficient of 1.2.
+++ For the Commune Health Station in Region 3, it is increased by a coefficient of 1.3;
+++ The number of people working at the Commune Health Station is within the number of people working at the Commune Health Station approved by the competent authority;
- The signing of contracts of employees working at the Commune Health Station is carried out in accordance with the provisions of the Law on Civil Servants and detailed documents guiding the implementation of the Law on Civil Servants;
- The Ministry of Health shall coordinate with the Ministry of Home Affairs to inspect and urge the implementation of regulations on signing contracts of workers at Commune Health Stations as prescribed in Clause 3, Article 6 of the draft Decree.
Currently, in Decree 117/2014/ND-CP, the human resources of the Commune Health Department are regulated as follows:
1. People working at the Commune Health Station are civil servants.
2. The number of employees at the Commune Health Station is part of the total number of employees at the District Health Center, determined by job position based on the workload appropriate to the needs and actual conditions in the locality by region.
