Article 76 of the Law on Education stipulates teachers' salaries as follows:
Teachers are paid salaries appropriate to their job position and professional labor; they are given priority to receive special allowances according to Government regulations.
Meanwhile, in the draft Law on Teachers, Article 27 stipulates salaries and allowances for teachers as follows:
1. Teachers' salaries in public educational institutions are as follows:
a) Teachers' salaries are ranked highest in the administrative career salary scale system;
b) Professional allowances and other allowances depending on the nature of the job and the region as prescribed by law;
c) Preschool teachers; teachers working in particularly difficult areas such as ethnic minority areas, mountainous areas, coastal areas and islands; teachers at specialized schools and other specialized schools; teachers implementing inclusive education; teachers who are ethnic minorities and teachers in certain specific professions are given priority in terms of salary and allowances compared to other teachers;
d) Teachers recruited and paid for the first time will be increased by 1 salary level in the administrative career salary scale system.
2. Salaries and salary policies of teachers in non-public educational institutions are guaranteed to be no less than salaries and salary policies of teachers in public educational institutions with the same training level and same title, unless otherwise agreed.
3. Teachers working in sectors and fields with special policies are entitled to special policies according to regulations and are only entitled to the highest level if that policy coincides with the policy for teachers.
4. The Government shall specify in detail the salaries and allowances for teachers.
Previously, the Party's policy in Resolution No. 29-NQ/TW issued on November 17, 2022 mentioned prioritizing teachers' salaries to be the highest in the administrative and career salary scale system and having additional allowances depending on the nature of the job and by region.
