On the morning of November 20, National Assembly delegates discussed the Law on Teachers in the hall.
Contributing her opinion, delegate Nguyen Thi Yen Nhi (Ben Tre delegation) said that transferring teachers from public educational institutions to work as managers in educational institutions is facing many difficulties. The delegate pointed out that in reality, teachers do not want to be transferred even to higher positions, because after being transferred for a while, they will lose their allowances.
Therefore, the delegate proposed: "Teachers should be allowed to retain their seniority allowance when they are transferred to work at an education management agency, in order to facilitate the transfer and arrangement of staff in the industry, ensuring the rights of teachers."
The issue of work transfer was also of concern to delegate Le Thi Ngoc Linh (Bac Lieu delegation). The delegate said that the transfer of teachers aims to promptly resolve the shortage of teachers and limit the choice of schools for some teachers.
However, according to the delegate, it is necessary to stipulate the authority, principles and conditions for mobilizing teachers; at the same time, there should be specific regulations on policies for teachers mobilized to remote, isolated and particularly difficult areas.
Delegate Le Thi Ngoc Linh also said that in reality, the current policies for teachers such as salaries and allowances are still low; teachers' salaries are not really the main source of income to ensure their lives, leading to many difficulties for teachers.
“This leads to teachers not being confident in their work, a large number of teachers quit their jobs, especially young teachers. This is also the reason why we cannot attract good people to the teaching profession, and many localities lack teachers,” the delegate stated.
Delegate Hoang Ngoc Dinh (Ha Giang Delegation) said that one of the important proposals in the draft law is to stipulate that teachers' salaries are ranked highest in the administrative career salary scale system; teachers recruited for the first time will have their salaries increased by one salary level in the administrative career salary scale system.
“These regulations are appropriate to attract and retain good teachers, meeting the needs of sustainable educational development,” said the delegate.
