At the 8th session of the 15th National Assembly, Mr. Duong Thanh Binh - Member of the Standing Committee of the National Assembly, Head of Petitions of the Standing Committee of the National Assembly - presented a summary report on the results of monitoring the settlement and response to voters' petitions sent to the 7th session of the 15th National Assembly.
One of the issues raised by Mr. Duong Thanh Binh in his report was that since the 4th Session of the 15th National Assembly, voters in many localities have proposed to promptly issue documents guiding the adjustment of monthly allowances for youth volunteers who have completed their tasks in the resistance war.
According to Mr. Duong Thanh Binh, through monitoring, Decision No. 40/2011 of the Prime Minister stipulates: Youth volunteers who have completed their missions and returned to their hometowns and are no longer able to work and live alone and without support will be considered for a monthly allowance of 360,000 VND. This allowance level will be adjusted accordingly when the Government adjusts the monthly allowance level for social protection beneficiaries.
Mr. Duong Thanh Binh said that from 2011 to now, the standard social allowance has been adjusted up 3 times, but the monthly allowance for the above-mentioned youth volunteers has only been adjusted up once.
"The reason for the delay in issuing documents guiding the adjustment of subsidy levels for this group is due to the lack of consensus on the authority to advise and develop policies. According to the Ministry of Labor, War Invalids and Social Affairs, the responsibility belongs to the Ministry of Home Affairs, but the Ministry of Home Affairs believes that this responsibility belongs to the Ministry of Labor, War Invalids and Social Affairs," Mr. Duong Thanh Binh informed.
The Standing Committee of the National Assembly recommends that the Government assign a presiding agency to urgently advise and develop a document for the Government to issue guiding the adjustment of monthly allowances for youth volunteers who have completed their tasks in the resistance war.
