The Ministry of Home Affairs responds to the proposal to adjust salaries and allowances for commune-level cadres

The Ministry of Home Affairs is coordinating with ministries and branches to research and propose salary policies and adjust some allowances for cadres, civil servants and public employees.

The Ministry of Home Affairs has issued a document responding to the petition of voters in Ninh Binh province sent by the National Assembly's Petition and Supervision Committee.

Accordingly, voters recommended that it is necessary to pay attention to perfecting policies for commune-level cadres, civil servants and part-time workers in villages and hamlets.

Voters in Ninh Binh province believe that currently, after implementing the 2-level local government model, the workload at the grassroots level is increasing, while the treatment, income and allowances for this force are still low. This is what causes difficulties in attracting and retaining capable and dedicated people to work long-term at the facility.

Voters proposed to adjust the allowance level, perfect the policy for part-time workers in villages and hamlets, ensuring that it is consistent with the nature of work and the actual contribution level;

It is necessary to promptly issue specific instructions on the arrangement of organizations, mass associations and regimes and policies for grassroots cadres after the merger and streamlining of the apparatus.

Adjust the increase in basic salary, at the same time consider adding allowances (civil services, positions, responsibilities, concurrent tasks...) for commune-level cadres and civil servants, especially those who work directly in the locality, regularly contact and work with people.

Regarding the regime for part-time workers at the commune level, Minister of Home Affairs Do Thanh Binh said that the Ministry was assigned to draft a Decree regulating the organization and operation of villages and residential groups and regimes and policies for part-time workers in villages and residential groups.

Accordingly, the Ministry of Home Affairs has issued Document No. 7238 requesting localities to summarize and evaluate the implementation of regulations on the organization and operation of villages and residential groups and the regime and policies for part-time workers in villages and residential groups.

Based on reports from localities, the Ministry of Home Affairs is urgently summarizing and evaluating the organization and operation of villages and residential groups and the implementation of policies and regimes for part-time workers in villages and residential groups.

This issue also serves as a basis for the development of a draft Decree regulating the organization and operation of villages and residential groups and regimes and policies for non-professional workers in villages and residential groups to be submitted to the Government for consideration and decision in conjunction with a roadmap to extend the employment of non-professional workers in accordance with the time of rearrangement of villages and residential groups (before May 31, 2026).

Regarding salary and allowance adjustments for commune-level cadres and civil servants, the Minister of Home Affairs said that, in order to carry out the tasks assigned by the Politburo in Conclusions 174, 186, 206, the Ministry will coordinate with relevant ministries and agencies to study and propose salary policies and adjust a number of related allowance regimes for cadres, civil servants, public employees, armed forces, and workers after the reorganization of the apparatus and the organization of local government at 2 levels.

In the immediate future, to improve the lives of cadres, civil servants, public employees, and workers, the Ministry of Home Affairs will coordinate with the Ministry of Finance and relevant ministries and agencies to continue reporting to competent authorities for consideration and decision to increase the basic salary in 2026, ensuring compliance with the consumer price index, economic growth rate and state budget capacity.
