At the question-and-answer session with Minister of Health Dao Hong Lan, National Assembly delegate Tran Van Sau (Dong Thap delegation) asked: When an epidemic or natural disaster occurs, in addition to medicine and medical supplies, human resources for health care are also very important.
According to the delegate, many medical staff have sacrificed their lives, such as during the COVID-19 pandemic or in the prevention and control of natural disasters, floods and storms, but have not been recognized as martyrs.
The delegate asked about the Minister's responsibility for proposing this policy.
Answering this question, Minister of Health Dao Hong Lan said that when an epidemic occurs, in addition to medicine and medical supplies, medical human resources are also very important.
"During the COVID-19 pandemic, many health workers have sacrificed their lives. Recently, the health sector also lost a health worker related to flood and storm prevention," said the Minister.
Regarding the implementation of policies and regimes for medical forces fighting epidemics and participating in storm and flood prevention, the Minister said that regarding authority, the Ministry has submitted to the Prime Minister. The Minister of Health has issued rewards in accordance with regulations.
Regarding the proposal to recognize martyrs, the Ministry of Health has proposed to relevant levels, ministries and branches, because to recognize martyrs, it is necessary to ensure that all standards of the Ordinance on Meritorious People and Decree 131/2021 of the Government are met.
According to the Minister, the cases of medical staff who died while fighting epidemics and floods do not meet the conditions to be recognized as martyrs.
"We think this is also a disadvantage for health workers on the front line of the country's fight against the epidemic," said the Minister of Health.
The Minister said that the above proposal is the wish of health sector staff and employees, and they really want it to be resolved.
