Questioning, National Assembly delegate Nguyen Thi Yen Nhi (Ben Tre delegation) said that recently, there has been a situation where after being trained at the address, doctors do not work as assigned by the competent authority, do not ensure the time as committed, and are willing to refund the training costs to move to work at private hospitals.
According to the delegates, this has affected opportunities, the State budget, as well as the arrangement of personnel of public health facilities. Through the survey, leaders of some local hospitals suggested that it is necessary to consider regulating this behavior as a violation of professional ethics, a case of having to revoke the practice license according to the provisions of Article 35 of the Law on Medical Examination and Treatment.

Minister of Health Dao Hong Lan said that in terms of policies and regimes, the situation of medical staff quitting their jobs in 2022 is a very pressing issue. Statistics show that at that time, there were about 9,000 medical staff quitting their jobs. To retain medical staff after the COVID-19 pandemic, many policies and solutions have been implemented by the National Assembly, the Government and localities.
According to the Minister, currently, implementing the Prime Minister's direction, the Ministry of Health is focusing on amending Decree No. 56 on preferential allowances for medical staff; amending Decision 73 on on-call allowances and special allowances for medical staff. In addition, amending Decision No. 75 related to the regime for village medical staff.
In addition, many localities have many policies approved by the Provincial People's Council to attract and retain public health workers.
“Currently, the public health workforce accounts for 95% of the health workers serving the people. This is an important force. Without good policies to retain this workforce, it will be difficult to ensure their living conditions,” said the Minister.
