The titles of non-professional workers at the commune level stipulated in Resolution 21/2023/NQ-HDND of the People's Council of Ba Ria - Vung Tau province are entitled to monthly allowances (including support for social insurance and health insurance contributions) specifically as follows:
1. People with a secondary school diploma are entitled to an allowance equal to 1.86 times the basic salary/person/month.
2. People with college degrees are entitled to an allowance equal to 2.1 times the basic salary/person/month.
3. People with a university degree or higher are entitled to an allowance equal to 2.34 times the basic salary/person/month.
According to Resolution No. 21/2023/NQ-HDND of the People's Council of Ba Ria - Vung Tau province, the monthly allowance (including social insurance and health insurance support) for part-time workers at the commune level is as follows:
1. People with a secondary school diploma are entitled to an allowance equal to 1.86 times the basic salary/person/month.
2. People with college degrees are entitled to an allowance equal to 2.1 times the basic salary/person/month.
3. People with a university degree or higher are entitled to an allowance equal to 2.34 times the basic salary/person/month.
Meanwhile, the allowance level for non-professional workers in villages, hamlets, neighborhoods, and residential areas is as follows:
1. For villages, hamlets, neighborhoods, and residential areas in the cases specified in Point a, Clause 2, Article 34 of Decree No. 33/2023/ND-CP
a) People who have not been trained or have a diploma up to intermediate level are entitled to an allowance equal to 2.0 times the basic salary/person/month.
b) People with college degrees are entitled to an allowance equal to 2.1 times the basic salary/person/month.
c) People with a university degree or higher are entitled to an allowance equal to 2.34 times the basic salary/person/month.
2. For villages, hamlets, neighborhoods, and residential areas not falling under the cases specified in Clause 1 of this Article.
a) People who have not been trained or have a primary school diploma are entitled to an allowance equal to 1.5 times the basic salary/person/month.
b) People with a secondary school diploma are entitled to an allowance equal to 1.86 times the basic salary/person/month.
c) People with college degrees are entitled to an allowance equal to 2.1 times the basic salary/person/month.
d) People with a university degree or higher are entitled to an allowance equal to 2.34 times the basic salary/person/month.
3. For non-professional workers in residential areas of Con Dao district, in addition to the allowances enjoyed according to the provisions in Clause 1 and Clause 2 of this Article, they will be supported with an additional 0.7 basic salary/person/month.
Currently, the basic salary being applied is 2.34 million VND/month.
