Procedures for approving joint training for undergraduate, master's and doctoral levels
On October 31, 2024, the Minister of Education and Training issued Decision 3278/QD-BGDDT promulgating amended and supplemented administrative procedures in the field of education and training with foreign countries under the scope and management functions of the Ministry of Education and Training.
In which, the procedure for approving joint training at university, master's and doctoral levels is stipulated as follows:
- Step 1: The parties involved submit the application to the Ministry of Education and Training for the application for joint training at university, master's and doctoral levels with foreign countries (except for cases under the authority specified in Clause 5, Article 45 of the Law on Higher Education 2012 (amended and supplemented in 2018) and Point e, Clause 1, Article 13 of Decree 99/2019/ND-CP).
- Step 2: Within 5 working days from the date of receiving the dossier, the dossier receiving agency shall notify in writing directly or by postal service or email to the affiliated parties to amend or supplement the dossier in case the dossier is invalid.
- Step 3: Within 20 working days from the date of receiving a complete and valid dossier, the dossier receiving agency shall organize an appraisal and issue a Decision approving the training cooperation with foreign countries.
Conditions for establishing independent nursery groups and kindergarten classes
On October 5, 2024, the Government issued Decree 125/2024/ND-CP regulating conditions for investment and operation in the education sector. Accordingly, the conditions for establishing independent nursery groups and kindergarten classes are as follows:
- Have a location, minimum facilities, equipment, toys and teaching equipment that meet the requirements of the preschool education program as prescribed by the Ministry of Education and Training.
- Have educational plans, documents, and learning materials that meet the requirements of the preschool education program as prescribed by the Ministry of Education and Training.
- Have a team of managers, teachers, staff and workers that ensures quantity and meets the standards prescribed by the Ministry of Education and Training to organize activities to nurture, care for and educate children to meet the requirements of the preschool education program.
- The size of groups and classes in independent preschools is according to regulations of the Ministry of Education and Training.
