The Hanoi People's Committee has just issued Instruction 01/HD-UBND in 2025 on guiding the framework of criteria and assessment scale for cadres, civil servants, public employees and workers to implement the restructuring of the apparatus, streamlining the payroll and restructuring, improving the quality of cadres and civil servants and resolving policies and regimes.
According to the provisions of Clause 2.2 Section IV of Instruction 01/HD-UBND in 2025, the Hanoi People's Committee requires agencies, organizations and units to review and propose a list of cadres, civil servants and public employees who retire early according to Decree 178 at the following time points:
- From March 1, 2025 to December 31, 2025:
Agencies, organizations and units shall review and propose a list of regime days according to Decree No. 178/2024/ND-CP. In this period, focus on encouraging, motivating and prioritizing consideration and resolution of voluntary cases of streamlining after the arrangement.
Agencies, organizations, and units must have a written report to the City People's Committee (through the Department of Home Affairs) before the 25th of each month for synthesis and submission to the City People's Committee for consideration and decision.
- From 2026 - 2030:
To ensure the goal of reducing at least 20% of cadres, civil servants and public employees receiving salaries from the State budget according to the Central implementation roadmap, it is recommended that agencies, organizations and units conduct a review and assessment to consider and propose solutions to reduce the remaining number, ensuring that by December 31, 2030, the target of reducing 20% of the payroll according to the Central Government's direction is completed.
For the case of voluntary application for streamlined leave: The agency, organization, or unit must have a written report to the City People's Committee (through the Department of Home Affairs) before the 25th of each month for synthesis and submission to the City People's Committee for consideration and decision.
For cases of streamlined leave through assessment: Every year, agencies, organizations, and units conduct assessments of civil servants, public employees, and workers in order, to be completed before December 25.
Based on the results of the assessment and streamlining targets, agencies, organizations and units must make a list of proposals to resolve policies and regimes according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP for eligible subjects, and send them to the Department of Home Affairs before December 31 every year for synthesis and reporting to the City People's Committee for consideration and decision.
The Hanoi People's Committee noted that in the process of reviewing and proposing policies and regimes for subjects of staff streamlining, agencies, organizations and units need to pay attention to the leave of cadres, civil servants, public employees and workers to choose the appropriate reporting time, ensuring the rights of cadres, civil servants, public employees and workers.
Hanoi encourages agencies and units to complete the target of streamlining 25% of staff in 2025 and 2026. When completing the streamlining target as required by the Central Government, agencies, organizations and units do not have to conduct assessments according to this guidance.
