Violations have decreased, but will excessive penalties make people going out into the street a fear? I also see traffic violation vehicles piled up in warehouses, very wasteful of resources, many families are in dire straits, but not penalizing is not okay. So, there must be some appropriate and reasonable solution for the parties... I give an example like that.
