10 fees not allowed to be collected from parents
According to Circular 55 2011 of the Ministry of Education and Training on the activities of the Parents' Representative Board, schools and representative boards are not allowed to collect the following 10 fees:
- Collections that do not guarantee voluntariness.
- Money for protecting facilities and security.
- Cost of parking students' vehicles.
- classroom and school midwives.
- Compensation for cadres, teachers, and employees.
- Funding for purchasing equipment, machinery, and teaching materials for schools.
- Supporting management and teaching organization.
- Repairing, upgrading, and constructing school buildings.
- Contributes to spend on activities not directly serving students.
- Any other collection contrary to the provisions of law.

Abolish tuition and extra classes
From September 2025, parents will no longer have to pay tuition fees for their children to study at public educational institutions. This is good news for millions of families, helping to ensure more equal learning opportunities for students.
In addition, Circular 29/2024 of the Ministry of Education and Training (MOET), effective from February 14, 2025, stipulates that schools nationwide are not allowed to organize extra classes as before. Additional learning is only allowed for three groups of subjects: disadvantaged students, excellent students and final year students. In particular, schools are not allowed to collect tuition fees from parents, the organization budget will be allocated from the budget.
Thus, from the new school year, tuition and tuition fees are two fees that schools are not allowed to collect from students.
Although tuition and tuition fees are exempt, parents still need to contribute a number of fees according to regulations, including: Uniforms, student health insurance, boarding meals, boarding care, class fund, preschool materials, drinking water and some services directly serving the learning and living needs of students.
