The Politburo has just issued Resolution No. 71-NQ/TW on breakthroughs in education and training development.
Accordingly, one of the tasks and solutions to raise awareness, innovate thinking and action, and identify strong political determination to make breakthroughs in education and training development is to strengthen the comprehensive and direct leadership role of the Party organization, especially the role of the head of the committee in educational institutions.
The Resolution clearly states: "Strengthen the comprehensive and direct leadership role of the Party organization, especially the role of the head of the Party Committee in educational institutions. Do not organize school councils in public educational institutions (except for public schools with international agreements). Implement the Party Committee Secretary and Head of the educational institution".
This is a very new point in organizing the school's activities. Previously, according to the 2018 Law on Higher Education, public universities must have School Councils to exercise autonomy and school governance.
