Delegate Le Ngoc Quynh - Member of the Culture and Social Affairs Committee of the Lao Cai Provincial People's Council questioned the Director of the Department of Education and Training about the reasons for the delay in considering professional title promotion for teachers.

Answering questions, Mr. Luyen Huu Chung - Director of the Department of Education and Training said that the entire sector currently has 13,286 civil servants registering for promotion consideration in 2026.
According to Mr. Chung, the Department has proactively developed the project, collected opinions many times and completed the dossier to submit to the Provincial People's Committee. However, the project has not been approved yet because it is necessary to continue reviewing some contents related to the professional title structure after arranging administrative units.
Leaders of the Department of Education and Training affirmed that the unit is coordinating with relevant agencies to complete the dossier according to the appraisal requirements and committed that after the Provincial People's Committee approves the targets, it will urgently organize promotion consideration publicly, transparently, in accordance with regulations, striving to complete it in 2026.
Delegate Hoang Thuy Ninh - Committee for Ethnic Minorities of Lao Cai Provincial People's Council stated that in the 2026-2027 school year, the whole province has nearly 7,000 students who have to stay in semi-boarding because their homes are far from schools and nearly 3,000 preschool children who eat and sleep at school are no longer entitled to support policies.

According to the delegate, most of them are ethnic minority students, living in difficult areas, so solutions are needed soon to ensure learning conditions.
Explaining this content, Mr. Luyen Huu Chung said that the province had previously effectively implemented policies to support boarding students.
However, the process of building Resolution No. 28 encountered obstacles due to the lack of a legal basis to determine the area of ethnic minorities and mountainous areas after arranging administrative units.
After receiving guidance from the Ministry of Ethnic Minorities and Religions, the Department of Education and Training directed to review the entire number of students and children who have not yet benefited from the policy, and at the same time advised the Provincial People's Committee to amend Resolution No. 28 in the direction of expanding the support subjects.
It is expected that in the third quarter of 2026, the Department will submit to the Provincial People's Council for promulgation a resolution amending and prioritizing support for preschool children to eat and sleep at school and boarding students in difficult areas, and at the same time study adjusting the appropriate support level to ensure learning conditions for students in ethnic minority areas and extremely difficult areas.

Continuing to question, delegate Giang A Tong - Secretary of Hanh Phuc commune pointed out the reality that many students in remote and isolated areas have to rent rooms to go to school, causing difficulties in management and affecting the quality of education.
Answering the delegate, the Director of the Department of Education and Training said that the sector will continue to advise the Provincial People's Committee to issue policies to support tuition fees and scholarships for ethnic minority students; develop policies to support students in border communes and support lunches for preschool children from 3 to 5 years old.
Currently, Lao Cai Provincial People's Committee has included more than 400 schools in the list of investment in building semi-boarding areas. When the projects are completed, the situation of semi-boarding students having to rent rooms in remote areas is expected to be basically resolved, contributing to improving the quality of education in difficult areas.
