- Teachers' salaries should be ranked highest in the administrative salary scale system because teachers' lives must be guaranteed so that they can work with peace of mind and contribute to the education sector; in line with the Party's policy that "education is the top national policy".
- The seniority of teachers should not be reduced because it is a measure and proof of the work process and dedication to the education career of teachers, and is a motivation to encourage teachers who have devoted their whole lives to the education career. It is necessary to increase the number of teachers who are awarded annually in each public unit.
- For those working in management positions at Departments, Offices, and the Ministry of Education and Training, it is also necessary to pay attention to having special preferential policies and regimes in addition to the current regime enjoyed by civil servants.
- Preschool teachers work hard and are under a lot of pressure: There should be a separate salary policy for preschool teachers and the salary of preschool teachers should be equal to or higher than the salaries of other levels.
- Teachers when transferred to other job positions in educational institutions (due to the needs of the institution) will keep the same salary scale as the teacher job position.
- The law needs to provide additional support for seconded teachers. For example, travel expenses and official housing for seconded teachers whose homes are far from the seconded unit.
Explaining the contribution, the Ministry of Education and Training said that it has received and specified in detail the salary and allowance regimes (including seniority allowances and preferential allowances for the highest-paid professions); policies on attraction, treatment, and honor, etc.
