Teachers upset because their emulation titles have been cut
Talking to a reporter from Lao Dong Newspaper, a principal of a secondary school in Quy Hop district said that at the end of the 2024-2025 school year, the school had considered selecting more than 10 teachers to achieve the title of grassroots emulation fighter. However, after submitting to the district, only 8 people were approved. "Teachers who were eliminated asked why, I could only answer that it was because the district cut it because the emulation and reward fund was not enough," said the principal.
According to research, the whole district of Quy Hop has 788 teachers who have been evaluated by schools, but only 524 people have been recognized for the title after receiving opinions from superiors.
Explaining the incident, Ms. Nguyen Thi Thanh Nhan - Vice Chairman of the People's Committee of Quy Hop district - said: "Because this year the number of initiatives and experiences has been recognized, the number of teachers eligible for the title of grassroots emulation fighter has also increased compared to last year. While the district's reward fund has been set aside since the beginning of the year, it cannot be supplemented, so we have to request schools to reconsider and reduce the number."
In Vinh City, a principal of a secondary school said: "We submitted 15 teachers, but the specialist of the Department of Education and Training (DET) requested to reduce to 8 people. Although we know it is not in accordance with regulations, subordinates do not have the right to do anything else".
The leader of the Department of Education and Training of Vinh City said that the incident will be inspected and reviewed. However, more than 10 days have passed, and the reporter has not yet received an official response.
Responsibilities of management agencies
Many teachers whose titles were cut said that they felt hurt and disadvantaged, because to achieve the emulation title is the process of effort and professional contributions throughout the school year. Having a title cut not only affects your spirit but also affects your income and the opportunity to consider a higher title.
Regarding this content, lawyer Tran Hau Dinh, Hanoi Bar Association said that according to Decree 98/2023/ND-CP detailing the implementation of a number of articles of the Law on Emulation and Commendation, emulation titles are considered for award to qualified individuals, and are publicly, democratically and in accordance with the process. When an individual has met all the conditions and is recognized by the competent authority, the "cutting of title" is without legal basis. Unless an individual is found to have false statements of achievements and has committed serious violations of the law and professional ethics, the title can be revoked.
It is impossible to give the reason that the budget is not enough to refuse to fulfill an obligation established by law. If the local budget or the education sector has not allocated enough reward funds, it is a mistake in the stages of financial planning, estimates and budget allocation, under the responsibility of the governing body. It is impossible for management errors to cause civil servants to suffer the consequences, and have their commendation titles cut without basis, said lawyer Tran Hau Dinh.
In further discussion with Lao Dong Newspaper reporters, a representative of Nghe An Province's Department of Education and Training confirmed that they had grasped the information about a teacher being cut from the title of grassroots emulation fighter after being evaluated by the school for achievement.
This is a difficult problem. Current regulations do not limit the rate of grassroots emulation fighters, however, if the number of teachers is too large, the emulation and reward funds of the districts will not be able to meet the requirements.
