The Ministry of Education and Training proposes to increase allowances for learners in the direction of linking them to the base salary, and at the same time, payments are made in a non-cash manner.

The Ministry of Education and Training (MOET) announced the draft Decree regulating allowance policies and boarding policies for learners in higher education institutions and vocational education institutions for comments.

Increase the level of allowances in the direction of linking with the base salary

The Ministry of Education and Training said that the draft expands the subsidy policy for eligible learners studying at higher education institutions and private vocational education institutions. The new approach determines the right to enjoy policies based on the learners' subjects and circumstances instead of the type of educational institution, thereby ensuring equal rights between learners at public and private institutions, in line with the policy of socializing education.

To make the policy truly effective, the draft also adjusts to increase the level of subsidies in the direction of linking them to the base salary instead of stipulating a fixed amount of money as before, helping the support value to be adjusted to suit economic fluctuations and living costs.

At the same time, the draft stipulates different levels of benefits for learners belonging to one group of subjects and learners belonging to many groups of subjects at the same time. This regulation more closely reflects the difficulty level of each case and ensures that learners have conditions to cover a part of the tuition and living expenses, limiting the risk of interrupting learning due to economic difficulties.

Payment is made in a non-cash manner.

According to the draft decree, learners can submit applications directly, through postal services or on the electronic environment; and do not have to provide information already available in the national database, specialized database or information system of competent state agencies. The receipt, appraisal, approval and payment are regulated uniformly and clearly, creating convenience for both learners and implementing agencies.

In addition to procedural reform, the draft clearly shows the policy management orientation based on data and the application of science and technology. Information about learners, policy beneficiaries and learning status is exploited from relevant databases; dossiers are processed on an electronic environment and payments are made in a non-cash manner. This approach not only reduces procedures, limits duplication and errors but also increases publicity, transparency, and improves the ability to monitor, supervise and evaluate policy implementation efficiency.

The draft also clearly defines the responsibilities between the Ministry of Education and Training, local authorities and educational institutions in organizing the implementation of policies.

Accordingly, the Ministry of Education and Training focuses on guiding, monitoring, inspecting and evaluating implementation nationwide. Provincial People's Committees are responsible for organizing implementation and ensuring resources according to decentralization. Educational institutions directly resolve policies for learners under their management.

For learners at private educational institutions, the commune-level People's Committee where the learner is permanently residing shall conduct appraisal, approval and payment based on the confirmation of the educational institution. This decentralization method is consistent with the two-level local government model, reducing intermediate levels, shortening the resolution time and clarifying the responsibilities of each agency.

At the same time, the draft also completes the principles of implementation to ensure that policies are implemented for the right subjects, at the right level and on the right time. Regulations on the principles of enjoying policies for learners belonging to many groups of subjects or simultaneously enjoying many policies with the same objectives; cases of temporary suspension, suspension, recovery and recovery of funds are specifically regulated, contributing to limiting duplication and loss of budget, while improving the efficiency of management and use of state resources.
