Ninh Binh: Each public school after merger only arranges one principal
According to the plan to arrange the network of public educational institutions of Ninh Binh province, as of July 1, 2026, the whole province has 1,413 schools and educational centers. Including 439 kindergartens, 437 primary schools, 422 secondary schools and inter-level primary - secondary schools, 92 high schools and 23 continuing education centers, vocational education - continuing education.
According to Ninh Binh province's plan, after the arrangement, each commune and ward will have one main school and branches and school points. Each school will only have one principal, instead of maintaining the number of principals corresponding to the schools before the merger.
Administrative and personnel departments such as accounting, cashier, and clerical staff are also organized for common use. Professional teams will be arranged in accordance with each branch and school point to maintain professional activities and ensure that teaching is not interrupted.
It is expected that the number of public educational institutions at the commune level will decrease by about 68%.
For the position of vice principal, the plan does not stipulate keeping the entire existing number. Phu Tho: Paying special attention to personnel affected by arrangement
In Phu Tho province, there are currently 1,865 preschool, general education, continuing education and vocational education institutions (excluding 8 public secondary schools, colleges, and universities of ministries and sectors located in the province).
In which, 6 units are directly under the Provincial People's Committee and departments and branches; 158 units are directly under the Department of Education and Training; 1,701 units are directly under the People's Committees of communes and wards.
Vice Chairman of the Provincial People's Committee Nguyen Khac Hieu said that arranging educational institutions is a key and urgent task but must be very cautious and scientific.
Emphasizing the view of not mechanical arrangement, Mr. Hieu said that all plans must be built on the basis of comprehensive review of student scale, geographical conditions, facilities, management staff, teachers, budget utilization efficiency and learners' access to education.
The highest goal is to improve the quality of education and the effectiveness of school governance; at the same time, ensure the right to study of students and the legitimate rights and interests of teachers and workers.
The Vice Chairman of Phu Tho Provincial People's Committee requested local Party committees and authorities to pay special attention to the team of principals, vice principals, professional team leaders, and school staff affected by the arrangement.
The Department of Home Affairs needs to review and fully assess the affected subjects, promptly advise on the implementation of policies according to the regulations of the Central Government, and study and propose specific support mechanisms for the province if conditions are met.

Expected to transfer and rearrange more than 20,000 principals and vice principals of schools
The Ministry of Education and Training expects that after the arrangement, it will transfer and rearrange over 20,000 management officials (principals, vice-principals). Among them, 11,000 people will be arranged as teachers, contributing to overcoming the shortage situation for many years; the rest will be arranged for other jobs or retire early, and will retire according to regulations and aspirations.
