In addition to proposals related to abolishing IELTS scores, excellent students when considering admission; reducing the number of admission methods, in the draft circular amending and supplementing a number of regulations on university admissions, the Ministry of Education and Training also has a number of proposals related to the admission floor score.
For the group of teacher training, health, and law majors, admission is based on high school graduation exam scores, the Ministry of Education and Training will announce the entrance threshold (floor score) annually depending on the score distribution, similar to the current approach.
However, if the school uses other methods (admission based on academic records, combined...), candidates must simultaneously reach the floor level prescribed by the Ministry of Education and Training, along with good grade 12 results (excellent academic performance).
Only a few majors such as Physical Education, Music Pedagogy, Fine Arts Pedagogy, college level of Preschool Education, Nursing, Preventive Medicine, Midwifery, Dental Orthopedics, Medical Laboratory Technology, Medical Laboratory Technology, Medical Imaging Technology, Rehabilitation Technology, require a fairly good grade 12 score (good academic ability).
Candidates should note that the results used to ensure conditions when considering for admission to pedagogy, health, and law majors are the average general academic results of the whole 12th grade year.
For example, the Ministry of Education and Training stipulates that the floor score for the medical major is 23/30 for the combination of three high school graduation exam subjects. Candidates registering for this major on their transcripts must both achieve a good grade 12 score (excellent academic ability) and achieve 23 points in the graduation exam.
The draft tends to tighten the admission conditions by not using high school graduation exam scores when requiring candidates to both meet learning conditions and reach the entrance threshold prescribed by the Ministry of Education and Training annually.
The Ministry of Education and Training will collect opinions for this draft until September 23, 2026.
