Mr. D. S. T is a computer science teacher, the school has its own computer science room, but he is not allowed to reduce 3 teaching hours/week because he does not concurrently work in information technology, only in charge of the computer room.
Mr. T asked, is his school applying it correctly, and what is concurrently holding the position of information technology?
Regarding this issue, the Ministry of Education and Training (MOET) said that Clause 4, Article 20 of Circular No. 20/2023/TT-BGDDT dated October 30, 2023 of the Minister of Education and Training stipulates that information technology job positions in general education institutions and pre-university schools continue to be implemented according to current regulations on ranks, grades, and professional titles of civil servants and are determined to correspond to the office management job position until there are new instructions. Accordingly, teachers concurrently in charge of information technology are teachers assigned to perform the tasks of office management job positions at educational institutions.
Article 11 of Circular No. 05/2025/TT-BGDĐT dated March 7, 2025 of the Minister of Education and Training stipulates that in case the school cannot arrange for people to work in this job position and must assign a part-time teacher, the part-time teacher in information technology work (including in charge of the information technology department) is entitled to a reduction of 3 teaching hours/week.
In case teachers are only assigned to manage and be in charge of the computer department (informatics department) but do not perform the tasks of the information technology job position (office administration), they are not eligible for a reduction of 3 teaching hours/week as prescribed in Circular No. 05/2025/TT-BGDĐT.
However, according to the provisions of Clause 5, Article 3 of Circular No. 05/2025/TT-BGDĐT, for tasks that have not been converted or reduced teaching time norms according to Circular No. 05/2025/TT-BGDĐT, the school principal shall decide the number of converted periods for that task based on the complexity and workload of the task after seeking opinions from the vice principals, Party committees and heads and deputy heads of professional groups.
Therefore, in case the school does not have people working in information technology positions but assigns teachers to be in charge of the information technology department, the school principal can consider deciding the converted number of periods.
