This is a necessary handling direction to clarify the responsibilities of each individual, especially when there are signs of abnormalities in the previous stage of operation.
But clarifying responsibility is one thing, while protecting the rights of workers is something that cannot be delayed.
Violations, if any, belonging to individuals or collective management must be handled according to the law. Employees cannot become the ones to bear the consequences of weaknesses in management or obscurities of the operating apparatus.
It is even more impossible to use the reason of "waiting for enrollment to have money" to extend the salary payment period. Workers cannot continue to advance their lives to save a unit facing difficulties.
