According to Appendix I, Official Dispatch No. 5555/BGDĐT-GDPT on guiding the organization and operation of public preschool and general education institutions after arrangement, the Ministry of Education and Training (MOET) guides schools to organize professional group activities, attend classes, professional inspections, and teacher training and support after implementing school merger.
Each school after arrangement will include 1 main school point and branches. The organizational structure of each school will include 1 principal and vice principals, professional groups, and office departments.
With the organization of professional groups, according to the Ministry of Education and Training, professional groups must be organized uniformly throughout the school, including teachers and educational support personnel working at the main school, branch and school point; not organized into independent professional groups according to the main school, branch or school point to unify direction, guidance and ensure quality.
Based on the scale, number of groups, classes, geographical distance between the main school, branch, school point and actual conditions, the Principal decides on the organization and operation of professional groups in a suitable direction, ensuring uniformity in professional direction, facilitating professional activities and improving the quality of nurturing, caring for, and educating children.
The Principal assigns the Vice Principal in charge of the field of work to coordinate with the Vice Principal in charge of the branch, school point and professional team leaders in directing, organizing activities, supporting teachers and evaluating the results of task implementation. The professional team leader is responsible for operating the entire team's activities in a unified manner, including the professional activities of teachers at the main school, branch and school points.

Regarding the organization of professional activities, according to the guidance of the Ministry of Education and Training, organize the development of a unified professional activity plan throughout the school; clearly define the purpose, content, time, time, participants (depending on each condition to decide the participants: The whole school, according to professional groups, age groups or according to school clusters...) and appropriate organizational forms (live, online or combined)
Professional activities according to democratic principles, respect, sharing, learning, and helping each other to develop professional capacity; ensuring effectiveness, practicality, non-formality and not affecting the activities of nurturing, caring for, and educating children.
Educational institutions must unify attendance, professional inspection, training, teacher support and experience sharing throughout the school; promote the role of Vice Principals in charge of professional fields, professional team leaders, professional deputy team leaders (if any), core teachers and educational support personnel in professional support, especially for branches and school sites with difficult conditions.
The organization of professional activities according to branches, groups or school clusters does not change the structure of professional groups as well as the responsibility for unified professional management throughout the school.
The Ministry of Education and Training also requires schools to promote the application of information technology and digital transformation in management, organize professional activities, share materials, learning materials, store electronic records and monitor implementation results; avoid formality, do not generate administrative records outside regulations that put pressure on teachers.
